About this file

This is a Request for Proposals (RFP) issued by Universal EV LLC for a design-build DC fast charging (DCFC) station project at the Grand Vista Hotel in Helenwood, Tennessee (Scott County). The project involves furnishing and installing two dual-port DC fast chargers rated at 180 kW each, with a combined station capacity of 360 kW supporting simultaneous charging on all four ports. The charging equipment must meet minimum performance standards including CCS1 connectors, OCPP 2.0.1 network protocol, and open-access payment capabilities via contactless credit/debit cards, RFID, and QR code. The electrical service design requires 277/480V three-phase power with a 600A main service disconnect and utility coordination with Plateau Electric Cooperative for potential transformer and pole upgrades. Civil work includes construction of four EV stalls (three standard and one ADA-accessible), concrete foundations, steel bollards, trenching, asphalt work, and site restoration. The RFP was issued October 27, 2026, with a questions deadline of November 10, 2026, and proposal submission deadline of November 17, 2026. An anticipated award date of December 16, 2026, precedes a construction start on March 1, 2027, and substantial completion by April 30, 2027. Pre-bid site visits are available upon request. The contractor is responsible for all engineering design, permitting, utility coordination, and site verification.

The contract is a fixed-price lump-sum arrangement inclusive of all design, engineering, utility fees, permits, equipment, installation, and a comprehensive five-year warranty, operations and maintenance plan, and service level agreement (SLA) providing 97% uptime per port and 24/7 driver support in English and Spanish. Contractor qualifications must include a valid Tennessee electrical contractor license, a professional engineer licensed in Tennessee to seal the design packet, EVITP Installer Certification, minimum two years of DCFC installation experience, and a minimum of three completed DCFC projects with references. Required insurance includes Commercial General Liability of $2,000,000 per occurrence, Professional Liability of $1,000,000 per claim, and Automobile Liability of $1,000,000, with Universal EV LLC named as additional insured. The proposal evaluation emphasizes price and total cost (30% weight), design capability and utility coordination (15%), relevant DCFC experience and references (15%), technical approach and construction methodology (10%), and quality of the O&M plan and SLA commitments (combined 20%). The lump-sum price must include an itemized breakdown with a separate line item for all utility application fees, charges, make-ready costs, and any required upgrades. Progress payments will be made based on verified completion with 10% retainage retained until final acceptance. The contractor must coordinate work activities to maintain guest access, fire lane access, and parking at the active hotel property, and must comply with all applicable Tennessee state codes, local AHJ requirements, ADA accessibility standards, and incentive program requirements if the Owner pursues state or utility funding.
