About this opportunity

The Florida Department of Transportation, Office of Construction, is soliciting vendor information for a single-source procurement of an EquipmentWatch License and Rental Rate Blue Book subscription, with vendor information due October 22, 2026. This is a sole-source intent notice; FDOT has documented that the Rental Rate Blue Book is the only commercially available source for heavy equipment ownership and operating rates with proprietary state-specific adjustment controls, and is exclusively owned by EquipmentWatch, a brand of Randall-Reilly, LLC dba Fusable.

The subscription provides ownership and operating rates for heavy equipment currently in manufacturing or discontinued within the last 30 years. FDOT uses the service statewide to determine idle equipment rates during compensable delays. The contract term is one year, and the estimated contract value is $100,000.

Vendor information must be submitted by 5:00 p.m. EST on October 22, 2026. FDOT will post notice of its final determination to proceed with the single-source purchase on the Vendor Information Portal after reviewing any information received, in accordance with Florida Statutes section 287.057(3)(c). The notice will remain posted for at least 15 business days. Contact Jocelyn Moore at the FDOT Tallahassee office; inquiries may be directed to CO.Purch@dot.state.fl.us.
