About this opportunity

The Florida Department of Transportation (FDOT), Office of Construction, is pursuing a single-source procurement for an EquipmentWatch License for Rental Rate Blue Book Subscription through a notice posted on September 23, 2025. The procurement seeks an annual enterprise subscription covering the period from November 30, 2025, to November 29, 2026, specifically for heavy equipment ownership and operating rate data. The Rental Rate Blue Book, which has been the industry standard since 1958 and is mandated by the Federal Highway Administration, provides comprehensive equipment data for currently manufactured and recently discontinued equipment. Vendors must submit information by 5:00 p.m. EST on October 14, 2025, to the specified email or mailing address. The procurement follows section 287.057(3)(c) of Florida Statutes and will remain posted for at least 15 business days, with the intent to determine if the commodities or services are available from only a single source.

The sole identified vendor for this procurement is Randall-Reilly, LLC dba Fusable, with an estimated contract value of $134,828.00. There are no specific set-aside designations or restrictions on responding organizations mentioned in the documentation. The procurement is uniquely justified as this is reportedly the only commercially available source for heavy equipment ownership and operating rates with proprietary adjustment controls for individual states. The product will be specifically used to determine idle equipment rates during compensable delays and to retrieve up-to-date equipment rates statewide. The contract will cover Leon County and serve the Florida Department of Transportation's Office of Construction. If no alternative vendors are identified during the procurement process, FDOT will post a notice of its intended single-source purchase contract on the Vendor Information Portal in accordance with Florida Statutes section 120.57(3).
