About this opportunity
The South Dakota Department of Military is soliciting proposals through Request for Proposal 26RFP19764 for environmental solid waste opportunity assessment survey services for the South Dakota Army National Guard (SDARNG) Sioux Falls Region. The procurement requires a qualified contractor to conduct a Solid Waste Opportunity Assessment comprising three separate seasonal assessment cycles throughout calendar year 2026 and into spring 2027 across nine SDARNG facilities in the region, including the Sioux Falls UTES, Sioux Falls Armory/RTI, Dean Mann Readiness Center, Mitchell facilities, Brookings facilities, and several collocated armories. Primary deliverables include a comprehensive Opportunity Assessment Report that must contain estimated waste and diversion weights by location, identification of waste reduction opportunities through operational and purchasing adjustments, exploration of recycling and reuse diversion options, and a cost-benefit analysis of recommended changes with a prioritized implementation list. The contractor must conduct a kickoff meeting within 30 days of award, perform background research and analysis of existing waste stream data, complete six site visits (two per seasonal cycle) to assess waste types and storage areas while conducting staff interviews, and inform decision-making regarding policy and planning to achieve diversion goals and meet criteria outlined in Army Regulation 200-1, Executive Orders, and applicable state laws. Required qualifications include demonstrated previous environmental compliance management experience with the SDARNG and expertise in National Guard and Department of Defense environmental compliance requirements and procedures. Evaluation criteria include specialized expertise and technical competence, available resources, record of past performance, availability and familiarity with the project locale, proposed project management techniques, and ability to handle special project constraints. Critical deadlines include a Letter of Intent deadline of April 20, 2026, RFP questions due by April 30, 2026, and proposal submissions due no later than May 12, 2026, with anticipated award decision and contract negotiation scheduled for June 1, 2026.
The RFP does not specify set-aside designations or restrictions on the types of organizations eligible to respond. Offerors must submit detailed information on at least three previous and current service contracts similar to RFP requirements, including client references. Required insurance coverage includes Commercial General Liability ($1,000,000 per occurrence), Professional Liability ($1,000,000), Business Automobile Liability ($1,000,000 per accident), and Workers' Compensation as required by South Dakota law. The contract is anticipated to be effective on or around June 1, 2026, and may extend through May 31, 2031, with the State reserving the right to exercise up to four one-year renewal options for a maximum total contract duration of five years. No specific pricing terms or award values are disclosed in the RFP documentation; offerors may submit multiple cost proposals with all costs related to provision of required services included in each proposal. The contract may be funded through cooperative agreements with the Federal Government and is governed by South Dakota law with venue in Circuit Court, Sixth Judicial Circuit, Hughes County, South Dakota.
