About this opportunity
The State of Connecticut Department of Administrative Services (DAS) is soliciting bids for environmental analytical services on behalf of the Department of Energy and Environmental Protection (DEEP) and other state agencies and political subdivisions, with questions due July 13, 2026 at 2:00 p.m. and bids due August 4, 2026 at 2:00 p.m. DAS intends to make multiple awards to ensure adequate capacity, redundancy, and statewide coverage, with no guaranteed minimum or maximum volume for any awarded contractor.
The scope encompasses laboratory analysis of aqueous, waste, soil, sediment, and tissue samples across five service categories: Drinking Water Methods (inorganic/wet chemistry, organic, microbiology, radiochemistry); SW-846 Hazardous Waste Test Methods (RCRA inorganic and organic methods, characteristic and miscellaneous testing); 40 CFR Part 136 Clean Water Act Methods (wastewater inorganic/wet chemistry, organic, microbial and aquatic toxicity testing, radiochemistry); Per- and Polyfluoroalkyl Substances (PFAS) Methods (drinking water, non-potable water, environmental matrices, air, and tissue analysis); and Tissue Analysis (inorganic and organic). Services also include acute and chronic toxicity studies for whole effluent, surface waters, and sediments, and testing for hazardous waste determinations and characterization. Bidders may submit for one, multiple, or all categories. All quoted methods must reflect the latest promulgated EPA methods with Connecticut Department of Public Health Environmental Laboratory Certification Program (ELCP) certification where applicable.
Bidding requires unit pricing by analysis method, sample matrix type, and turnaround time option (standard 10–20 days; expedited options available at 5, 3, 2, or 1 day intervals with surcharge percentages). Bidders must populate detailed Excel pricing schedules and may propose additional service charges for sample collection, transportation, and miscellaneous costs such as sampling supplies and sample disposal. Subcontractors are permitted only where limited allowances exist under Exhibit A.
The contract runs November 1, 2026 through October 31, 2029, with provisions for one mutual three-year extension. Payment is Net 45 days for standard contractors or Net 25 days for certified small contractors and MBEs, via ACH or Connecticut Purchasing Card. Delivery terms are Free On Board Destination. Contractors must maintain ELCP, NELAP, and applicable out-of-state certifications. Award criteria include price, quality, conformance with specifications, delivery terms, administrative costs, past performance (three non-state references required), and financial responsibility.
