About this file
This is a pricing schedule exhibit for environmental analytical services solicited by the State of Connecticut Department of Administrative Services (DAS) on behalf of the Department of Energy and Environmental Protection (DEEP). The document presents detailed unit pricing schedules for drinking water laboratory testing across four analytical categories: inorganic/wet chemistry tests, organic chemistry tests, microbiology methods, and radiochemistry tests. Bidders are required to complete pricing tables for 64 inorganic analytes, 70 organic analytes, 18 microbiology tests, and 12 radiochemistry tests, with pricing variations based on standard turnaround times (10, 5, 4, and 3 days) and expedited rush options (48 hours and 24 hours or less). The contract services are intended for use by Connecticut state agencies and political subdivisions. All questions must be submitted through CTSource no later than Monday, July 13, 2026 at 2:00 PM.
Bidders must enter base prices (discounted rates offered to the state) in the pricing schedules and may apply surcharge percentages for expedited turnaround time requests at 5, 4, 3, 2, and 1-day intervals, with turnaround time pricing auto-calculating based on submitted surcharges. The spreadsheet includes columns for subcontractor identification where applicable, subject to limited subcontracting allowances referenced in Exhibit A. Bidders are encouraged to propose additional service charges for sample collection and transportation from project-specific sites. All quoted methods must reflect the latest promulgated EPA methods and certifications from the Department of Public Health Environmental Laboratory Certification Program (DPH ELCP) where applicable. Bidders may propose alternative analytical methods and additional services within their proposals, with corresponding pricing to be documented in the ITB submittal.
