About this file
This is Addendum 4 to Solicitation Number 26PSX0023 for Environmental Analytical Services issued by the State of Connecticut Department of Administrative Services on behalf of the Department of Energy and Environmental Protection and other state agencies and political subdivisions. The addendum addresses clarifications regarding bidders' certification capabilities for specific analytes and methods. Questions due date is July 27, 2026 at 2:00 p.m., and bids are due August 4, 2026 at 2:00 p.m. The contract term runs from November 1, 2026 through October 31, 2029, with one mutual three-year extension option available. The solicitation encompasses laboratory analysis services across five primary categories: Drinking Water Methods, SW-846 Hazardous Waste Test Methods, 40 CFR Part 136 Clean Water Act Methods, Per- and Polyfluoroalkyl Substances (PFAS) Methods, and Tissue Analysis. DAS intends to make multiple awards to ensure adequate capacity and statewide coverage.
The addendum clarifies two significant technical requirements: bidders certified for only specific target analytes from method analyte lists may exclude individual compounds by identifying them in Exhibit B Schedule, and distillation is not required for fluoride analysis under EPA Methods 300.0 and 300.1 for drinking water applications. Pricing is structured on unit pricing by analysis method, sample matrix type, and turnaround time option, with standard turnaround of 10-20 days and expedited options available at 5, 3, 2, or 1 day intervals with applicable surcharges. All quoted methods must reflect the latest promulgated EPA methods with Connecticut Department of Public Health Environmental Laboratory Certification Program certification where applicable. Payment terms are Net 45 days for standard contractors or Net 25 days for certified small contractors and minority business enterprises, via ACH or Connecticut Purchasing Card.

Addendum Description: Additional Questions and Answers which required clarification
1. Questions and Answers
Can we exclude individual compounds from lists, or specify the applicable lists?
If Bidders are only certified for specific target analytes from a method analyte list, then the Bidders should identify target analytes they are not certified to analyze in the Exhibit B Schedule. This will allow any Client Agency who utilizes the contract to assess if a contractor can analyze the necessary target analytes applicable to their project.
Is Distillation firmly required for the fluoride analysis? Distillation for fluoride is not required. Refer to rows 15 and 37 in the Exhibit B Schedule 1 for drinking water methods where EPA Methods 300.0 and 300.1 are listed as the methods that include analysis of fluoride. EPA Method
300.0 does not require distillation.
