Exhibit B Schedule 4: PFAS Methods Pricing Schedule
This pricing schedule is a bidder submission form for per- and polyfluoroalkyl substances (PFAS) analytical services supporting Connecticut's Department of Energy and Environmental Protection (DEEP) and other state agencies and political subdivisions. The schedule requires bidders to submit unit prices for PFAS analysis across multiple methodologies, sample matrices, and turnaround time options. Services encompass drinking water analysis (EPA Methods 537.1 and 533), non-potable water and environmental matrices (EPA Method 1633A, EPA 1621, ASTM D8628-25, and specialized assays including Total Oxidable Precursors, Total Organic Fluorine, and Extractable Organic Fluorine), air analysis methods (OTM-45 and OTM-50), and tissue analysis (EPA 1633A). Base turnaround times range from 10 to 20 days depending on the analysis type, with expedited options available at 15, 10, 5, 3, 2, or 1 day intervals. Bidders may utilize subcontractors subject to limitations outlined in Exhibit A and must indicate any analysis alternatives, updated methods, or additional analytical capabilities with corresponding pricing.
Bidders are required to populate the schedule with base prices representing discounted rates offered to the State and to complete a surcharge table indicating percentage markups applied for each expedited delivery timeframe (for example, 5% surcharge for 5-day expedited turnaround). The schedule auto-calculates turnaround times based on submitted surcharge percentages. Bidders are encouraged to propose service charges and fees for sample collection and transportation from project-specific sites, and all quoted methods must reflect the latest promulgated EPA methods with certification by the Connecticut Department of Public Health ELCP (Environmental Laboratory Certification Program) where applicable. All entries in the pricing schedule default to $0.00, requiring complete bidder completion for proposal submission.
