About this file

This is a pricing schedule and bidding document for Environmental Analytical Services issued by the State of Connecticut Department of Administrative Services on behalf of the Department of Energy and Environmental Protection and other state agencies. The solicitation encompasses laboratory analysis services across five categories: Drinking Water Methods, SW-846 Hazardous Waste Test Methods, 40 CFR Part 136 Clean Water Act Methods, Per- and Polyfluoroalkyl Substances (PFAS) Methods, and Tissue Analysis. Services include acute and chronic toxicity studies for whole effluent, surface waters, and sediments, as well as testing for hazardous waste determinations and characterization of aqueous, waste, soil, sediment, and tissue samples. Bidders may submit pricing for one, multiple, or all service categories. The submission deadline for questions is July 13, 2026 at 2:00 p.m., with bids due August 4, 2026 at 2:00 p.m. The resulting contract will run from November 1, 2026 through October 31, 2029, with provisions for one mutual three-year extension. The state intends to make multiple awards to ensure adequate capacity, redundancy, and statewide coverage, with no guaranteed minimum or maximum volume for any awarded contractor.

Bidders must complete detailed Excel pricing schedules with unit pricing for each analysis method, sample matrix type (aqueous, soil, sediment base), and turnaround time option, ranging from standard 10-day delivery to expedited options at 5, 4, 3, 2, or 1-day intervals with applicable surcharge percentages. All quoted methods must reflect the latest promulgated EPA methods with Connecticut Department of Public Health Environmental Laboratory Certification Program (ELCP) certification where applicable. Bidders may propose additional service charges for sample collection, transportation, sampling supplies, and sample disposal. Subcontractors are permitted only where limited allowances exist per Exhibit A. Payment terms are Net 45 days for standard contractors or Net 25 days for certified small contractors and Minority Business Enterprises (MBEs), via ACH or Connecticut Purchasing Card, with Free On Board Destination delivery terms. Award criteria include price, quality, conformance with specifications, delivery terms, administrative costs, past performance (three non-state references required), and financial responsibility. Contractors must maintain ELCP, NELAP, and applicable out-of-state certifications throughout the contract period.
