About this opportunity
The City of Phoenix is requesting sealed offers for envelopes under a five-year supply agreement with offers due September 1, 2026, and contract commencement on November 1, 2026.
The procurement is subject to Disadvantaged Business Enterprise - Neutral (DBE-N) program requirements under 49 CFR Part 26. The contractor must submit an annual Small Business Participation Plan (SBPP) on the anniversary of contract execution and track and report all small business participation from procurements, purchase orders, subleases, joint ventures, goods and services arrangements, and sub-tier participation on Federal Transit Administration–assisted projects. The contractor commits to good faith and reasonable efforts to promote small business participation through outreach, documented solicitation of small business suppliers, and monthly data entry into the City of Phoenix Certification and Compliance System at phoenix.gob2g.com. A designated contract liaison must submit the annual SBPP and other required reports to the contracting agency.
Offers must be submitted through the City's Procurement Portal. An addendum has been issued; offerors are required to acknowledge receipt and acceptance through the portal.
The contract term is five years from the commencement date with no option years. The agreement becomes effective upon final signature and recording by the City Clerk's department and will terminate upon the earliest occurrence of reaching the end of the five-year term or termination pursuant to agreement provisions.
The solicitation incorporates SAP Open Catalog Interface version 5.1 as a technical integration specification for vendor submissions. If the procurement involves Phoenix Sky Harbor International Airport, Phoenix Deer Valley Airport, or Phoenix Goodyear Airport, the City of Phoenix Aviation Department's Supplemental Terms and Conditions to All Airport Contracts apply, including nondiscrimination, civil rights, DBE compliance, prompt payment to subcontractors within seven days of receipt, immigration compliance, Equal Employment Opportunity standards under Phoenix City Code Chapter 18 Article V, and heat-related illness mitigation requirements for outdoor workers.
Technical support for the Procurement Portal is available via the portal's support feature or procurement-support@opengov.com. Substantive solicitation questions should be directed to the procurement officer listed in the Contact Information section.
