About this opportunity

Texas Southern University's Procurement Services is requesting proposals for entrepreneurship accelerator and business training program services under ITB #717-26-764, with proposals due August 11, 2026 at 11:00 a.m. Central Time.

The scope encompasses design, development, implementation, management, and evaluation of a cohort-based entrepreneurship accelerator serving TSU students and community-based entrepreneurs. Required components include program planning and administration, recruitment and participant selection, cohort management, entrepreneurship curriculum covering business planning, financial literacy, market research, legal entity formation, and government contracting fundamentals, business coaching and mentorship, participant resource development, capstone events, and performance measurement. Deliverables include a program implementation plan, marketing and recruitment plan, curriculum outline, participant handbook, mentor engagement plan, and comprehensive progress and final reports.

The contract term is 12 months from award with two optional one-year renewal periods at the University's sole discretion. Pricing must be itemized with a firm grand total including all associated costs and travel expenditures. Bidders must certify pricing for 90 days from the bid deadline and specify a fixed maximum percentage of escalation for the initial and subsequent contract terms; zero percent escalation will be assumed if not specified. Respondents with bid amounts exceeding $100,000 must complete and submit the State of Texas House Bill 1295 Certificate for Interested Parties unless publicly traded.

Evaluation will apply the "Best Value Standard for Purchase of Goods or Services," considering proposed costs, contractor stability and business success, quality and reliability of services, delivery terms, and indicators of probable contractor performance. Vendors must provide three references from customers within the past five years attesting to their ability to deliver similar services. Bidders must acknowledge compliance with Executive Order GA-48 regarding foreign adversary restrictions and affirm they are not owned, controlled, or affiliated with any entity identified as a foreign adversary. Proposals should be submitted to Greg Williams at TSU Procurement Services.
