About this opportunity
Rockdale County, Georgia is requesting proposals for a comprehensive, fully integrated public-sector Enterprise Resource Planning (ERP) system and implementation services under RFP #26-22, with proposals due November 19, 2026 at 2:00 p.m. The procurement qualifies for Rockdale County's Equal Business Opportunity (EBO) program requiring good faith efforts to utilize Historically Underutilized Businesses (HUBs) and Small Business Enterprises (SBEs) for projects totaling $100,000 or more.
The scope encompasses replacement of legacy systems (Microsoft Great Plains for financial and payroll, Harris Cogsdale for utility billing, E-Citation Quicket Solutions for citations management) with a unified cloud-based platform. Required modules span Finance & Accounting, Human Resources & Payroll, Procurement & Purchasing, Planning & Development, Public Safety & Courts (including Citations Management), Computer-Aided Dispatch (CAD), Records Management System (RMS), Parks & Recreation, Transportation & Infrastructure, Stormwater Management, and Water Resources/Utility Billing. The County strongly prefers a single-vendor solution covering all ERP modules. Vendors must demonstrate financial stability through audited financial reports (public companies) or internal financial statements and banking letters (private companies), and provide at least five references from similar-sized government clients with minimum one-year live implementations.
Cost proposals must include application software license fees, data conversion, modification costs, implementation and training services, three years of annual software maintenance, travel, third-party and system software, and hardware if required. The County anticipates a system supporting operations for 10 or more years; contract term will be determined through post-selection negotiations.
Evaluation uses weighted criteria: Functional Requirements Fit (30%), Technical Architecture & Infrastructure (15%), Implementation & Support Services (15%), Vendor Experience & References (15%), Cost Proposal (15%), and Support & Training Capabilities (10%). A non-mandatory pre-proposal conference is scheduled November 4, 2026. Vendor demonstrations are scheduled the week of November 30, 2026, with anticipated vendor selection December 18, 2026 and contract negotiations December 21–31, 2026.
