About this opportunity

Salt Lake Community College (SLCC) is procuring an enterprise institutional analytics and data platform through a Request for Proposals, with a posting date of May 3, 2026, and a submission deadline of June 1, 2026. This higher-education-focused procurement seeks a governed analytical data environment in the form of a data warehouse or lakehouse with analytics capabilities—not a standalone reporting, visualization, or case-management tool. The solution must integrate institutional data across academic, student, enrollment, finance, human resources, and institutional effectiveness domains to support institutional effectiveness, analytics, reporting, accreditation, equity analysis, and data-informed decision-making across SLCC's approximately 41,500 unduplicated students annually. The platform must feature cloud-based or hybrid architecture with scalability, FERPA-compliant data handling, role-based access control integrated with institutional single sign-on, and daily or near-real-time data refresh from primary systems including Ellucian Banner, Canvas, EAB Navigate 360, DegreeWorks, and EnrollmentRx. Implementation is structured in nine phased stages, from contracting and kickoff through go-live and stabilization, with optional legacy report modernization from Cognos. Evaluation criteria emphasize alignment with functional and technical requirements, transparency and governance depth including metadata and lineage, speed to value and sustainability through pre-built higher education content, architectural flexibility and interoperability with Microsoft Power BI and Microsoft Fabric, vendor experience in community college environments with demonstrated Banner expertise, and total cost of ownership. Vendors must submit proposals including a letter of transmittal, technical proposal with executive summary and five customer references, separate cost proposal, sample contracts, financial responsibility documentation through Dun & Bradstreet reports or audited financial statements, a current Voluntary Product Accessibility Template (VPAT) updated within twelve months, completion of the Higher Education Community Vendor Assessment Toolkit (HECVAT) version 4.x, and a redacted version of any business confidential information.

The RFP is open to qualified vendors and contemplates cooperative purchasing under Utah statutes, potentially extending contract availability to other Utah System of Higher Education (USHE) institutions—including Utah State University, Weber State University, University of Utah, Snow College, Utah Valley University, Southern Utah University, Utah Tech University, and various technical colleges—though each institution retains discretion to participate following review of the awarded proposal and terms. No specific set-aside designations for disadvantaged enterprises or minority-owned businesses are referenced in the procurement documents. The resulting contract will be a single award to the responsive and responsible vendor with the highest evaluation score, with an initial term of three years and annual payments, renewable annually thereafter subject to available funding and satisfactory performance. The platform must integrate with existing systems including Ellucian Banner (student, finance, and human resources), Canvas LMS, EAB Navigate 360, DegreeWorks, EnrollmentRx (Salesforce-based), and legacy Cognos reporting sources. Standard contractual requirements include maintenance of commercial general liability insurance of at least $1,000,000 per occurrence and $3,000,000 aggregate, E-verify employment verification compliance, and a one-year warranty on deliverables. No specific budget or award value is disclosed in the procurement documents; pricing will be evaluated as part of the technical evaluation process with lowest-cost proposals receiving maximum cost points and other proposals scored proportionally.

Opportunity text

The purpose of this RFP is to enter into a contract to provide an enterprise, institution-wide data platform that serves as the College's centralized foundation for Institutional Effectiveness, analytics, reporting, and data-informed decision-making. The platform will integrate institutional data across academic, student, enrollment, finance, human resources, and institutional effectiveness domains and expand access to trusted, actionable reporting and insights across the College. This procurement is for a higher-education-focused enterprise data platform (data warehouse/lakehouse with governed analytics), not a stand-alone reporting, visualization, or operational case-management tool. Solutions that lack an underlying governed analytical data environment will not meet the intent of this RFP. It is anticipated that this RFP will result in a single contract award to the responsive and responsible vendor with the highest score justified by the procurement code. Any contract awarded as a result of this solicitation will have an initial term of three (3) years with annual payments. The contract will be renewed on an annual basis (subject to available funding and satisfactory performance) for the duration of the three-year term.
