About this file

This is an RFP software requirements document for a higher education institution in Utah seeking an Enterprise Institutional Analytics and Data Platform. The College is soliciting proposals for an enterprise, institution-wide data platform that will serve as the centralized foundation for institutional effectiveness, analytics, reporting, and data-informed decision-making. The platform must integrate institutional data across academic, student, enrollment, finance, human resources, and institutional effectiveness domains to expand access to trusted, actionable reporting and insights. This procurement specifically requires a higher-education-focused enterprise data platform with an underlying governed analytical data environment (data warehouse/lakehouse with governed analytics), not standalone reporting, visualization, or operational case-management tools. The RFP anticipates a single contract award to the highest-scoring responsive and responsible vendor, with an initial term of three years and annual payments. The contract will be renewed annually thereafter, subject to available funding and satisfactory performance.

Offerors must submit specific documentation requirements to be considered responsive, including a completed Higher Education Community Vendor Assessment Toolkit (HECVAT) and an Accessibility Conformance Report (ACR) updated within 18 months of the RFP review date. The ACR must be provided as a Voluntary Product Accessibility Template (VPAT) with either a revised 508 Report or the most recent WCAG Conformance Report, including feature and exception descriptions. If an ACR is unavailable, vendors must provide detailed descriptions of system features regarding keyboard-only usability, color contrast, and support for assistive technologies. The resulting contract will include an accessibility provision requiring the vendor to maintain compliance with Section 508 of the Rehabilitation Act and all applicable federal disabilities laws, respond promptly to accessibility complaints, and provide updates at no cost to the customer.

RFP SOFTWARE REQUIREMENTS

Offeror’s are required to submit a HECVAT and an ACR as outlined below.

HECVAT

The Higher Education Community Vendor Assessment Toolkit™ (HECVAT) is a tool designed to help college and university professionals more easily measure vendor risk. Created by leaders in higher education in collaboration with EDUCAUSE, Internet2, and REN-ISAC, the HECVAT is a comprehensive questionnaire that companies can complete to provide a detailed picture of their cybersecurity, privacy, and compliance standards in one place—helping higher education leaders make better technology decisions, faster.

Please download the most current version of the HECVAT from the link below.

HECVAT

The completed HECVAT must be uploaded with your response.

Accessibility Conformance Report

The offeror must upload an Accessibility Conformance Report (ACR) updated within 18 months of the RFP review date. Report must be a Voluntary Product Accessibility Template (VPAT): 1) revised 508 Report with feature and exception descriptions as necessary; 2) Most recent WCAG Conformance Report with feature and exception descriptions as necessary. In the absence of an ACR, describe in detail system features and functionality as they apply to keyboard-only usability, color contrast, and supports for assistive technology like screen readers and refreshable braille displays. For incomplete, out-of-date, or alternative forms of documentation, provide a timeline of accessibility review/update for compliance prior to the software agreement date.

Accessibility Contract Provision

The following provision will be added to the resulting contract.

(Company) acknowledges and warrants that their Programs and services are currently in compliance with accessibility standards and during the Term of this Agreement shall remain in compliance with all applicable Federal disabilities laws and regulations, including without limitation the accessibility requirements of Section 508 of the Rehabilitation Act of 1973, as amended (29 U.S.C. 794d), and its implementing regulations set forth at Title 36, Code of Federal Regulations, Part 1194. (Company) agrees to promptly respond to, resolve and remediate any complaint regarding accessibility of its products or services in a timely manner and provide an updated version to Customer at no cost. Customer reserves the right to request, from (Company), a timeline by which accessibility standards will be incorporated into the Programs and (Company) shall provide such a timeline within a commercially reasonable duration of time. (Company) further agrees to indemnify and hold harmless Customer from any claims arising out of its failure to comply with the requirements of this section. Failure to comply with these requirements shall constitute a material breach of this Agreement and shall be grounds for termination of this Agreement by Customer.

These warranties will not apply if the Programs are: (i) modified or altered in any way (other than by (Company) or with the specific prior written consent of (Company)); (ii) not updated with the corrections, patches, fixes, updates, improvements or enhancements that (Company) may make https://www.educause.edu/higher-education-community-vendor-assessment-toolkit available from time to time; (iii) used in any manner or for any purpose not specifically permitted by this Agreement or the documentation.
