About this opportunity

The Florida Department of Corrections is declaring a single-source purchase intent for enhancements to the State's victim notification system, with the last day for receipt of vendor information August 14, 2026. The Department has identified Appriss Insights, LLC (a division of Equifax, Louisville, Kentucky) as the sole-source vendor, justified on the grounds that Appriss is the only vendor currently available in the marketplace providing notification to victims prior to arrest or incarceration of the offender.

The scope encompasses a five-year contract for data services and online database information retrieval capabilities, including proactive text, email, and portal access; bi-directional, real-time communication with law enforcement and criminal justice agencies; automated multi-agency notification shared with partner agencies; and victim satisfaction surveys.

The estimated contract value is $33.7 million over five years, or $6,744,549 annually. The requestor is Lisa Kinard, Victim Services Administrator in the Office of Legislative Affairs. Prospective vendors may submit information regarding their ability to supply the requested services; the Department will issue a final determination following review of any submitted vendor information.
