About this file

This is a Description of Intended Single Source Purchase (PUR 7776) filed by the Florida Department of Corrections seeking enhancements to the State's victim notification system. The Department requests a five-year contract term for data services and online database information retrieval capabilities. The requested enhancements shall provide proactive text, email, and portal access; bi-directional, real-time communication with law enforcement and criminal justice agencies; automated multi-agency notification shared with partner agencies; notification to victims prior to arrest or incarceration of offenders; and victim satisfaction surveys. The posting date was July 27, 2026, with the last day for receipt of information set for August 14, 2026. The requestor is Lisa Kinard, Victim Services Administrator in the Office of Legislative Affairs.

The estimated annual dollar amount is $6,744,549 for the five-year term, totaling approximately $33.7 million. The Department has identified Appriss Insights, LLC, a division of Equifax (located at 9901 Linn Station Road, Suite 200, Louisville, Kentucky 40223), as the sole source vendor. The justification for single source acquisition states that Appriss is the only vendor currently available in the marketplace providing notification to victims prior to arrest or incarceration of the offender. The procurement was approved by multiple Department officials including the Strategic Sourcing Administrator, Victim Services Administrator, Legislative Affairs Director, Deputy Director of Contracting and Sourcing, and Procurement Director. Prospective vendors may submit information regarding their ability to supply the requested services; the agency will issue a final determination following review of any submitted vendor information.
