About this opportunity

Murray City is requesting Statements of Qualifications from engineering firms to conduct a PFAS Evaluation and Source Development Study addressing PFOA contamination detected in two municipal groundwater sources—the Hyland Well and 500 East Well—with SOQs due November 16, 2026 at 2:00 p.m. MT and questions due November 6. The project is federally funded and subject to Disadvantaged Business Enterprise requirements under 40 CFR Part 33 and compliance with 2 CFR Part 200 (Uniform Guidance).

The scope encompasses project management and data review; regulatory and PFAS data evaluation; existing source and system evaluation; assessment of treatment alternatives including granular activated carbon, ion exchange, reverse osmosis, and membrane treatment; operational and non-treatment alternatives; deeper aquifer and source development feasibility analysis; alternatives comparison using life-cycle cost analysis; recommended mitigation and implementation planning; and delivery of technical memoranda and a final engineering study report due October 1, 2027.

The consultant must employ a Utah-licensed Professional Engineer and demonstrate recent PFAS experience, drinking-water treatment knowledge, groundwater source development expertise, and familiarity with Utah Division of Drinking Water requirements and federal drinking-water regulations. Professional liability insurance of at least $2 million is required.

Funding of up to $100,000 is available through the Drinking Water State Revolving Fund (DWSRF) Emerging Contaminants program under SRF No. 3F4319PE with 100% principal forgiveness, contingent upon final authorization from the Utah Division of Drinking Water. Award and performance are contingent upon receipt of that authorization.

Selection follows a Qualifications-Based Selection process with a maximum of 200 points for written SOQs and up to an additional 100 points if interviews are conducted. The City will negotiate scope, contract terms, and fair and reasonable compensation with the highest-ranked firm; pricing is not submitted with the initial SOQ. The City may conduct interviews with up to three highest-ranked firms, though interviews are not required. SOQ submissions, including mandatory State-provided DBE and Debarment Certifications, shall not exceed 20 pages excluding cover page and resumes.

Murray City is soliciting Statements of Qualifications (SOQs) from qualified engineering firms to provide professional engineering services for a PFAS Evaluation and Source Development Study. The study will address the Hyland Well and 500 East Well, two nearby municipal groundwater sources where PFOA has been detected during recent sampling. The Utah Division of Drinking Water (DDW) has reserved up to $100,000 in Drinking Water State Revolving Fund (DWSRF) Emerging Contaminants funding under SRF No. 3F4319PE, with 100% principal forgiveness. Final funding authorization is contingent upon DDW receiving an engineering contract that identifies the project tasks, timeline, and budget.
