About this opportunity
Murray City is soliciting Statements of Qualifications from engineering firms for professional services to design, provide bidding assistance for, and support construction of emergency backup power systems at three municipal culinary water wells, with SOQs due September 8, 2026 at 2:00 p.m. MT. This is a qualifications-based selection (QBS) process under the Brooks Act with price explicitly excluded from evaluation; the project is funded in part through a federal EPA Community Grant and subject to 2 CFR Part 200 (Uniform Guidance), Davis-Bacon Act, Build America Buy America, American Iron and Steel, and Byrd Anti-Lobbying Amendment requirements.
The scope encompasses preliminary engineering, design, bidding assistance, and construction administration for generator installations at Whitmore West Well (500 HP, 480V/3-Phase), Whitmore East Well (250 HP, 480V/3-Phase), and Hyland Well with boosters (10 HP plus three additional booster pumps, 480V/3-Phase), spanning notice to proceed through project closeout. Minimum qualifications require a Utah-licensed Professional Engineer, demonstrated experience with municipal water systems and generator/backup power design, knowledge of Utah drinking water regulations, and experience managing federally funded projects. Professional liability insurance of at least $2 million is mandatory.
Murray City will use a two-phase evaluation process: Phase I scores SOQs on project understanding (0–50 points), relevant experience with water systems and generators (0–50 points), key personnel qualifications (0–40 points), federally funded project experience (0–30 points), past performance and references (0–20 points), and familiarity with local regulatory environment (0–10 points) — 200 points total. The three highest-ranked firms advance to Phase II interviews worth 100 points. Combined Phase I and Phase II scores determine final ranking; the City will negotiate scope and compensation with the highest-ranked firm based on fair and reasonable determinations. If fewer than three qualified firms respond, Murray City will determine the appropriate next step per municipal code and federal requirements. Questions are due August 24, 2026 at 5:00 p.m. MT through the Euna Procurement Q&A Section. Addendum No. 2 extended the original Labor Day deadline to September 8, 2026.
Opportunity text
Murray City is soliciting Statements of Qualifications (SOQs) from qualified engineering firms to provide professional engineering services for the design, bidding, and construction support of emergency backup power systems at three (3) municipal culinary water wells. This project is funded in part through a federal EPA Community Grant and is subject to all applicable federal requirements under 2 CFR Part 200 (Uniform Guidance). This project will use a two-phase evaluation process. In Phase I, each Selection Committee member will independently evaluate and score the SOQs. The Selection Committee will then meet to discuss the evaluations and identify the three highest-ranked firms. Following Phase I, the Selection Committee will identify the three highest-ranked firms for Phase II interviews. If fewer than three qualified firms are available, the City will determine the appropriate next step in accordance with Murray City Code and applicable federal requirements. In Phase II, the shortlisted firms will be interviewed and scored. Phase I and Phase II scores will be combined to determine the final ranking.
