About this file
This is an Addendum to a Request for Qualifications (RFQ) issued by Murray City, Utah for professional engineering services related to emergency generator installation at three municipal water wells. The project encompasses design, bidding, and construction support services for backup power systems at these three culinary water well sites. The procurement utilizes a two-phase evaluation process in which the Selection Committee will independently score Statements of Qualifications in Phase I to identify the three highest-ranked firms, followed by Phase II interviews with the shortlisted firms. Final ranking will be determined by combining Phase I and Phase II scores. The project is partially funded through a federal EPA Community Grant and is subject to all applicable federal requirements under 2 CFR Part 200 (Uniform Guidance).
This Addendum clarifies critical procurement procedures by removing the previously stated Professional Engineering Services budget of $120,000.00 and establishing that this is a qualifications-based selection process. Offerors are explicitly prohibited from submitting pricing information, cost schedules, hourly rates, or any cost components with their Statements of Qualifications. Price will not be requested, submitted, scored, or considered during the evaluation and ranking phase. Following the qualification-based ranking, the City will negotiate scope and compensation with the highest-ranked firm in accordance with the RFQ and applicable law. Bidders must sign and attach this addendum to their proposal submission.
