About this opportunity
The School Board of Seminole County, Florida, has issued an Invitation to Bid (ITB) #25260064B-TL for the procurement of Engineered Wood Fiber (EWF) and organic mulch products, specifically targeting playground surface materials that comply with Americans with Disabilities Act (ADA) standards. The primary requirement is for non-treated CCA wood fiber chips in natural color, with vendors required to submit an IPEMA Certification, a one cubic foot product sample, and current laboratory testing results demonstrating compliance with ASTM standards. The solicitation covers multiple mulch types including EWF, shredded mulch, chipped mulch, pine bark mulch, and pine straw, available in three delivery formats: per cubic yard, per cubic yard with blow-in installation, and per truckload. A voluntary pre-bid meeting was scheduled for November 25, 2025, at 10:00 AM EST via WebEx, with bid questions due by December 2, 2025, and final submittals required by December 12, 2025, at 12:00 PM EST. The evaluation will focus on identifying the lowest responsive and responsible bidder, with the School Board reserving the right to make multiple awards or reject all bids.
The ITB does not specify any specific set-aside designations for disadvantaged businesses or restrict respondents based on enterprise type. Four vendors submitted bids: Consolidated Resource Recovery, Inc.; FCM Industries OPCO LLC; iMulchfl Inc.; and Top Line Recreation, Inc. Pricing for the engineered wood fiber varied significantly, ranging from $25.00 to $55.00 per cubic yard, with truck load pricing between $2,500.00 and $4,972.31. Alternative products like colored rubber mulch were also proposed, priced between $379.89 and $457.65 per cubic yard. The contract term is three years with an optional two-year renewal period, and vendors must maintain specific insurance requirements, including Commercial General Liability ($1,000,000 per occurrence), Product Liability, Automobile Liability ($1,000,000 combined single limit), and Workers' Compensation at statutory limits. The contract is subject to appropriation and availability of funds, with the potential for termination for convenience with 30 days' notice at the end of any fiscal year.
