About this opportunity

The City of Jackson, Michigan is requesting proposals for 0.724 miles of cold milling and single-course HMA paving on M-106 (Cooper Street) between North Street and Porter Street under solicitation ENG 26-11, with proposals due June 2, 2026 at 10:00 a.m. Bidders must be prequalified for Michigan Department of Transportation Category B (Bituminous) work — the primary eligibility filter.

The scope comprises cold milling of 4,275 square yards of HMA surface and placement of 325 tons of 5EML HMA at 1.5 inches depth, plus mobilization, erosion control (20 inlet protection fabric drops), pavement cleaning, drainage structure cover adjustment, temporary signage (600 square feet Type B temporary prismatic signs, furnishing and operations), and 280 channelizing devices (42-inch fluorescent, furnishing and operations). Work is restricted to single lane closures from 9:00 a.m. to 7:00 p.m. on weekdays only, with minimum one lane in each direction maintained at all times. All milling must be immediately followed by HMA overlay placement the same day with no traffic on milled surfaces. The contractor must submit an Internal Traffic Control Plan (Type A ITCP) at the pre-construction meeting for engineer approval within seven calendar days. All work, including punch list items and erosion control removal, must be completed by August 7, 2026. No work is permitted during Independence Day (July 2–6), Labor Day (September 4–8), Jackson County Fair (August 7–17), or Election Voting Day (November 2–4).

The bid is on a unit price basis. Bid security is 5% of the aggregate bid total, either certified check or bid bond. For contracts of $50,000 or greater, performance bonds (100% of contract price), labor and material payment bonds (100% of contract price), and maintenance and guarantee bonds (minimum 25% of contract price) are required within ten days of award. Liquidated damages are $400 per day for delays. Evaluation criteria are weighted: Price (25%), Corporate Accountability (25%), Workplace Safety (25%), Workforce Development (15%), and Social Equity (10%). The contract is funded partially through HUD Community Development Block Grant (CDBG), triggering Davis-Bacon wage requirements, Section 3 compliance, equal employment opportunity standards, and Copeland Anti-Kickback Act adherence. Proposals must be submitted via the City of Jackson e-Procurement Portal at https://procurement.opengov.com/portal/cityofjackson. Contract award is expected at the June 16, 2026 City Council meeting, with work to begin within ten days of Notice to Proceed.
