About this opportunity
Dallas Independent School District (DISD) is seeking proposals for Employee Uniforms and Supplies for Food and Child Nutrition Services, with the procurement covering uniforms for cafeterias, central kitchen, and warehouse employees. The requested uniforms include polo shirts, aprons, hats, and chef coats, designed to ensure a professional and consistent appearance across the district. This Request for Proposal (RFP) is district-wide and will operate on an "as needed" basis, with all vendors encouraged to participate, including sole source providers. The contract will be structured as a one-year agreement with two potential one-year extensions, not to exceed three total years. Proposals must be submitted electronically via the Bonfire portal before January 29, 2026, at 2:00 PM Central Time. The evaluation will be conducted by a District panel using best value criteria, which includes purchase price, vendor reputation, quality, extent of meeting district needs, vendor's past relationship with the district, MWBE participation, total long-term cost, and principal place of business or state employment. Vendors must comply with Title 2 of the Code of Federal Regulations Part 200 and meet requirements from the United States Department of Agriculture and Texas Department of Agriculture.
The procurement includes a strong emphasis on Small Business Enterprise (SBE) participation, with an aspirational goal of 30% SBE involvement in the total contract value. Vendors will be scored on SBE components, with potential points allocated across categories such as SBE enhancements, references, joint venture agreements, subcontractor utilization, and participation plans. The district requires vendors to complete several mandatory forms, including the Certificate of Interested Parties (Form 1295), Conflict of Interest Questionnaire, and detailed reference checks. While specific budget ranges were not explicitly stated, the procurement allows for funding through local, state, federal, and grant-funded programs. Vendors must provide products originating from or substantially processed in the United States, with preference given to local Texas products or those from adjacent states within 500 miles. Additional requirements include maintaining certified food safety processes, submitting weekly invoices, and adhering to strict delivery specifications, including FOB delivery to the district warehouse with specific pallet and weight constraints.
