About this opportunity

The State of Nevada is soliciting qualified vendors through a Request for Qualifications for statewide employee drug and alcohol testing collection and analysis services, with proposals due October 2, 2026 at 2:00 PM Pacific Time via nevadaepro.com. Questions are due September 18, 2026 at 2:00 PM with answers posted by September 25. The State intends to award one or more contracts to ensure statewide coverage and has announced quarterly vendor enrollment periods beginning April 2027 through November 2028 for additional vendors to join.

Vendors must provide collection and testing services for urine, breath, blood, and other bodily substances across six employment-related testing scenarios: pre-employment, reasonable suspicion, return-to-work, follow-up, random, and post-accident/post-incident. The mandatory drug panel comprises marijuana, cocaine, codeine/morphine, hydrocodone/hydromorphone, oxycodone/oxymorphone, 6-acetylmorphine, phencyclidine, amphetamine/methamphetamine, and MDMA/MDA, along with breath or blood-draw alcohol testing. Services must cover 34 designated Nevada locations including Las Vegas, Reno, Henderson, North Las Vegas, and smaller communities throughout the state. Contractors must maintain 24/7 service availability where included in their award through fixed collection sites, mobile services, or on-call arrangements and be fully operational by January 1, 2027.

Vendors must hold current HHS/SAMHSA certification for any proposed laboratories, maintain a minimum of three years' experience in employment-related drug and alcohol testing, and comply with Federal Motor Carrier Safety Administration, U.S. Department of Transportation, Nevada Revised Statutes, and Nevada Administrative Code requirements. All work must meet FMCSA and HHS/SAMHSA standards. The contract term is two years with options to renew for two additional one-year extensions at mutual agreement. The State anticipates Board of Examiners approval by December 8, 2026. Evaluation occurs October 5–9 with Notice of Intent by October 9 and Notice of Award by October 16. Contractors must maintain commercial general liability insurance with minimum $2 million aggregate, $1 million per occurrence, and name the State as additional insured. Responses must include technical proposals, separate cost proposals, vendor qualifications documentation, and service-location details submitted through nevadaepro.com.
