About this file

This is a Bid Q&A document for RFQ 99SWC-S4004, an Employee Drug and Alcohol Testing solicitation issued by the State of Nevada. The State is seeking qualified vendors to provide comprehensive testing services including specimen collection, laboratory analysis, Medical Review Officer review, results reporting, and quarterly activity reports for drug and alcohol testing of state employees across six testing scenarios: pre-employment, reasonable suspicion, return-to-work, follow-up, random, and post-accident/post-incident. Vendors must provide both drug and alcohol testing services, though statewide coverage is not required; vendors may propose services for specific geographic regions. Services must be available at 34 designated Nevada locations including Las Vegas, Reno, Henderson, North Las Vegas, and smaller communities. Subcontractors are permitted, provided all service locations are identified in the response. Proposals were due October 2, 2026 at 2:00 PM Pacific Time, with evaluation occurring October 5-9, 2026, Notice of Intent by October 9, and Notice of Award by October 16, 2026. The contract term is two years with options to renew for two additional one-year extensions. Board of Examiners approval was anticipated by December 8, 2026, with contractors required to be fully operational by January 1, 2027.

The State estimated annual expenditures of $135,000 with approximately 2,500 tests per fiscal year across approximately 46 state departments, agencies, boards, and commissions. Estimated response times for reasonable suspicion and post-accident/post-incident testing should prioritize immediate collection when requested, though no specific response time was mandated. Vendors must maintain current HHS/SAMHSA certification for laboratories, possess a minimum of three years' experience in employment-related drug and alcohol testing, and comply with Federal Motor Carrier Safety Administration, U.S. Department of Transportation, Nevada Revised Statutes, and Nevada Administrative Code requirements. Contractors must maintain commercial general liability insurance with a minimum $2 million aggregate and $1 million per occurrence, naming the State as additional insured. The mandatory drug panel includes nine substances plus breath or blood-draw alcohol testing. The State has announced quarterly vendor enrollment periods beginning April 2027 through November 2028 for additional vendors to join the contract.
