About this opportunity

Tempe Union High School District #213 in Tempe, Arizona is soliciting proposals under RFP 27-011CH-32RFP for employee benefits administration covering Basic Life and AD&D, Voluntary Life and AD&D, Short-Term Disability, FSA, HSA, and COBRA, with proposals due November 19, 2026 at 2:00 p.m. Arizona time through the OpenGov procurement portal. The district anticipates multiple awards and reserves the right to award by individual product line or to the fewest vendors necessary to meet requirements.

Eligible participants are active hourly employees regularly scheduled for at least 30 hours per week, along with their lawful spouses and children up to age 26. Pre-existing condition limitations must be waived for initially enrolled employees and dependents, and no employee may lose benefits due to a carrier change. Services must be performed within the United States, and contractors must comply with federal immigration laws and obtain E-Verify verification. Required coverage includes comprehensive general liability of at least $1 million per occurrence and $2 million aggregate, naming the district as additional insured. The scope-of-work document describes a possible third medical plan effective July 1, 2027 as a high-deductible health plan, requiring HSA administration with a 24/7 participant website, toll-free member services, HSA investment options, and online reporting. Access to census data requires a confidentiality agreement or bid-related NDA executed within the last five years.

Incumbents are Voya for Life and AD&D coverage since July 1, 2017, Sun Life for STD administration since July 1, 2009, and P&A Group for COBRA and FSA administration since 2015. Current rates are $0.118 to $0.148 per $1,000 for Basic Life and AD&D, $0.23 to $0.65 per employee per month for STD administration, $3.00 per participant per month for FSA administration, and $10 per initial COBRA notice and $20 per qualifying event. Pricing must be submitted net of commissions. The district does not guarantee minimum purchase volumes, and no contract exists until a purchase order is issued each fiscal year. The initial term runs March 15, 2027 through March 14, 2028, with up to four additional one-year renewals if funding is available.

Evaluation weights responsiveness at 35 percent, qualifications at 30 percent, cost at 25 percent, and past performance at 10 percent. Proposals must earn at least 500 of 1,000 technical points to advance to price evaluation. The pre-proposal conference was held October 23, 2026 at 1:45 p.m. Arizona time via Google Meet. Proposal evaluations occur November 20, 2026, short-list notification follows by December 10, 2026, interviews and demonstrations are scheduled for December 14, 2026, best and final offers are due January 4, 2027, and Governing Board approval is anticipated March 3, 2027.
