About this opportunity

Logan City School District in Utah is soliciting proposals for employee benefits consulting and insurance brokerage services under an RFP with proposals due November 6, 2026. The District seeks a strategic partner to manage benefits advisory, renewal and carrier negotiations, compliance, employee service, enrollment communications, and financial analysis across approximately 445 benefits-eligible employees.

Minimum qualifications include at least five years of demonstrated experience in employee benefits consulting and brokerage services, experience serving public-sector employers and school districts, appropriate Utah licensure, professional liability insurance, and capacity to deliver the full scope of services either directly or through clearly identified partners. The District requires complete transparency regarding all compensation arrangements, including commissions from insurance products, voluntary and worksite product compensation, and any other direct or indirect financial benefits; compensation may be structured as fixed fees, commission-based arrangements, or combinations thereof.

The District currently provides medical coverage through MotivHealth (fully insured PPO plans including HSA 2000 and HSA 4000 options), dental and vision through Samera Health (employee-paid), life, AD&D, and long-term disability through New York Life, employee assistance and wellness support through New York Life Group Benefit Solutions, and voluntary worksite products through multiple carriers. Current medical enrollment totals 319 of approximately 445 eligible employees. The incumbent benefits consultant is Moreton & Company. Historical benefits experience data, medical enrollment summaries, current plan documents, premium rates, and voluntary benefit participation information are attached as supporting documentation.

Evaluation will separate technical qualifications from compensation, with final scoring combining technical (85 points) and compensation or value (15 points) components. The District anticipates an initial two-year agreement with options to renew for up to three additional one-year periods based on satisfactory performance and available funding. Questions and submissions must be submitted via email as specified in the RFP; submissions are not received through Bonfire.
