About this opportunity

The Texas Military Department (TMD) is seeking to enter into a contract for an Employee Assistance Program (EAP) to provide confidential short-term counseling, resources, and referrals for TMD employees, their dependents, and household members at no cost. The EAP provider must offer a user-friendly website that meets accessibility standards and contains content on topics such as work-life balance, mental health, legal and financial assistance, and substance abuse. The contract term is 3 years with a 6-month extension option and will serve the jurisdictions of Bexar County and the City of San Antonio. Proposals are due by January 30, 2024, and the anticipated contract start date is April 1, 2024. TMD will evaluate responses based on 60% price and 40% technical skills and relevant experience, awarding to the most qualified, responsive, and responsible bidder providing the best value.

The current EAP provider is Deer Oaks, who has served TMD since 2018 at a rate of $1.49 per employee per month. TMD is highly satisfied with the incumbent's performance, rated 10 out of 10. The solicitation allows for pricing options beyond the standard 6-session model and requires the selected vendor to provide unlimited critical incident response services. The contract may be subject to public disclosure under the Texas Public Information Act, and subcontracting requires prior written approval from TMD. No other set-asides or budget information is provided in the documentation.
