About this file

This document is an Addendum to a Request for Proposals (RFP) issued by the Texas Military Department (TMD) for an Employee Assistance Program (EAP) contract. The RFP seeks a vendor to provide confidential short-term counseling, resources, and referrals for TMD employees, dependents, and household members. The solicitation covers 670 permanent full-time employees and 500 State Active-Duty temporary employees, with the temporary number subject to change. Key dates include a question submission deadline of January 23, 2024, a Q&A document posting on January 30, 2024, and a proposal submission deadline of January 30, 2024. The anticipated contract start date is April 1, 2024.

The current EAP vendor is Deer Oaks, who has provided services since 2018. The incumbent's pricing is $1.49 per employee per month, and TMD's satisfaction level is rated as a 10 out of 10. The RFP allows for pricing options beyond the standard 6-session model, and the selected vendor must provide unlimited critical incident response services. Respondents may not subcontract any work without prior written approval from TMD, and the contract may be subject to public disclosure under the Texas Public Information Act.
