About this opportunity
The City of Detroit Office of Contracting & Procurement is requesting quotes for emergency residential demolition of a two-story brick garage at 3258 Glendale (Building 102) under RFQ 186780, with proposals due July 22, 2026, at 3:30 p.m. EST and questions due by 2:00 p.m. EST the same day. This is an emergency procurement with a two-day solicitation window.
The scope is limited to demolition of the collapsed and partially collapsed rear garage structure only, not the primary residence. The structure presents an imminent public safety hazard with rear walls dangerously leaning and at risk of total collapse. The contractor must complete demolition and debris removal within one calendar day of knock down and backfill, grading, and seeding within seven calendar days of debris removal completion. Work may be performed Monday through Friday from 7:30 a.m. to 5:30 p.m. All debris must be removed as asbestos-containing waste material to licensed Type II landfills unless otherwise approved. Backfill materials must be sourced from a Category 2 approved source on the City of Detroit Backfill platform and comply with Michigan Part 201 Residential Cleanup Criteria. The contractor must provide all necessary equipment, materials, and qualified personnel, including field supervisors with current OSHA Lead Awareness Training and at least one site worker with asbestos and lead awareness credentials.
Pricing is evaluated on cost only, with responses ranked by lowest cost. The contractor is not responsible for permit costs (wrecking or hydrant permits) but is responsible for hydrant re-inspection fees of $134.00 if a hydrant fails inspection. All bids must include a completed price sheet in Excel format, an item cost sheet for emergency requests, combined certificates of authority, proof of income tax and account receivables clearance, a signed signature page by an authorized agent, current standard documents, and an affidavit of disclosure form. Contractors must conduct on-site visits and submit date-stamped photographs combined into a single PDF with their bids. Payment terms are Net 30 with delivery on FOB Delivered basis. The City reserves the right to withhold payments for incomplete work or contractor-caused damage and to adjust compensation based on documentation review.
