About this opportunity
The Jordan School District is issuing an Invitation for Bid (IFB) for a general contractor to design and install emergency power circuits to Information Technology closets at nine school facilities in Salt Lake County, Utah. The project, designated as Emergency Power to IT Circuits—Bid Package 3, encompasses work at Elk Meadows Elementary, Herriman Elementary, Jordan Ridge Elementary, Rosamond Elementary, Rose Creek Elementary, South Jordan Elementary, Southland Elementary, South Hills Middle, and South Jordan Middle. The scope of work includes installing 4-plex receptacles with red emergency power devices, modifying existing circuits in electrical panels, installing new 20-ampere and 30-ampere circuit breakers, running conduit and wire from receptacles to breakers, and installing transformers and panelboards at select facilities as indicated on technical drawings. Two middle schools require more substantial infrastructure upgrades: South Hills Middle School requires a new 15-kilovolt-ampere transformer (480V to 208/120V, three-phase) and a new panel (EL2), while South Jordan Middle School requires a new load center extension with multiple 50-ampere three-phase circuit breakers. The awarded bidder must be the lowest responsive and responsible general contractor meeting all specifications and requirements, holding current Utah contractor licensing, and complying with all E-Verify employment verification, drug and alcohol testing regulations, and boycott restrictions. A mandatory pre-bid conference is scheduled for Tuesday, April 14, 2026, at 9:00 a.m. MDT at JSD Auxiliary Services (7905 South Redwood Road, West Jordan, Utah), with attendance required for bid responsiveness; questions must be submitted by Friday, April 17, 2026, at 12:00 p.m. MDT through the U3P Bonfire website; bids are due by Thursday, April 23, 2026, at 12:00 p.m. MDT via the U3P Bonfire platform only; and site work may begin as early as June 8, 2026, with substantial completion required by August 7, 2026.
This procurement carries no specific set-aside designations for disadvantaged enterprises, though all contractors must comply with Utah Code provisions including boycott restrictions under Utah Code 63G-27-102, which prohibits economic boycotts of the State of Israel and other specified entities. Bidders must submit a lump-sum bid including a construction contingency allowance of $20,000, a bid bond equal to 5 percent of the total bid price from a corporate surety licensed in Utah and rated A-VIII or better by AM Best, and performance and payment bonds equal to 100 percent of the contract price within ten calendar days of acceptance. General liability insurance of $1,000,000 per occurrence and $5,000,000 general aggregate is required, along with workers' compensation coverage mandated by Utah law; comprehensive general liability of $2,000,000 combined single limit is required under JSD Standard Terms and Conditions, with JSD named as an additional insured. A 12-month warranty on all equipment, materials, and labor is required unless otherwise specified in technical specifications and drawings, and liquidated damages are assessed at $1,000 per calendar day for missed deadline completion. Monthly progress payments are made upon submission of AIA Document G702 with 5 percent retainage until final project approval, and all materials purchased for JSD projects are exempt from sales tax under Utah Code 59-12-104. No specific bid value or budget range is disclosed in the procurement documents, and the contract will be awarded to the lowest responsive and responsible bidder, with the award issued in the form of a Purchase Order from the JSD Purchasing Department that must be received before any work commences.
