About this opportunity

Orange County, Florida is seeking sealed electronic bids for Emergency Orange County Convention Center Pedestrian Bridge Repairs (Y23-722), a critical infrastructure maintenance project. The procurement involves comprehensive repairs to three specific pedestrian bridges: the Gary Sain Memorial Bridge, Oversight Bridge, and Rosen Centre Skywalk Bridge, located at 9800 International Drive in Orlando. The project requires detailed concrete and steel rehabilitation, including crack and spall repairs, corrosion treatment, cleaning and painting of steel elements, and expansion joint replacements. Potential bidders must submit responses electronically through the OpenGov e-Procurement Platform by 4:00 pm EST on October 11, 2022. A non-mandatory pre-bid conference was held on September 22, 2022, at 10:00 AM in the Convention Center's Conference Room S231A, providing potential contractors an opportunity to review project specifications. The contract demands substantial completion within 60 consecutive calendar days and final completion within 90 consecutive calendar days from the official Notice to Proceed, with all work guaranteed against defects for one year from final payment approval.

The contract includes specific Minority/Women Owned Business Enterprise (M/WBE) participation requirements, with an overall goal of 25% contract value for M/WBE subcontractors and suppliers. Bidders must demonstrate good faith efforts to meet these participation goals and provide documentation of outreach to certified M/WBE firms. The project requires performance and payment bonds, with a 10% bid bond requirement, and contractors must maintain appropriate licensing and insurance. The estimated project budget is $200,000.00, and the contract will be awarded to the lowest responsive and responsible bidder. Contractors must comply with various local and state regulations, including e-verification of employee eligibility and maintaining a drug-free workplace. Orange County reserves the right to reject any or all bids, providing flexibility in the procurement process. The project focuses on preserving structural integrity and matching existing materials and finishes across the three pedestrian bridges at the Convention Center.
