About this opportunity

The Illinois State Police Division of Forensic Science (procuring through the State of Illinois Chief Procurement Office) has issued an emergency purchase statement for janitorial services at the Forensic Science Command Center in Chicago, with services commencing immediately following the October 19, 2026 award.

This is a bridge procurement, not a competitive solicitation. The emergency purchase was necessitated by the failure of prior small-purchase and IFB processes to secure services within budget and timeframe constraints, combined with end-of-fiscal-year resource limitations and the need to revise IFB specifications based on vendor questions. The revised IFB process is expected to require approximately 1.5 months, during which janitorial services are needed to prevent operational disruption and health and safety risks.

The scope covers daily cleaning and disinfection of bathrooms, offices, conference rooms, break rooms, and reception areas at the 88,000-square-foot forensic laboratory facility (including approximately 2,700 square feet of restrooms and 12,000 square feet of public space and hallways across three of four building floors); weekly window cleaning at facility entrances and exits, tile floor spray buffing, and stairwell cleaning; monthly cleaning of all first-floor windows; and spot cleaning and disinfection on an as-needed basis.

Pearlie Sue Cleaning LLC, a certified Women's and Minority-owned Business Enterprise (WMBE) vendor based in Springfield, Illinois, was selected and awarded the contract on October 19, 2026. The estimated total expenditure is $63,150 for three months of services, funded through State Appropriated Funds. The agency certified that the emergency procurement was conducted with as much competition as practicable under the circumstances and that best efforts were made to include Business Enterprise Program-certified contractors; Pearlie Sue Cleaning LLC demonstrated immediate availability and capacity to mobilize promptly and ensure service continuity during the IFB revision period.
