About this file

Summary

This Emergency Purchase Statement was issued by the State of Illinois Chief Procurement Office on behalf of the Illinois State Police Division of Forensic Science for janitorial services at the Forensic Science Command Center (FSCC) in Chicago. The emergency procurement was necessitated by the failure of previous small purchase and invitation for bid (IFB) processes to secure services within budget and timeframe constraints, combined with end-of-fiscal-year resource limitations and the need to revise IFB specifications based on vendor questions. The revised IFB process is expected to require approximately 1.5 months for completion, during which time janitorial services are needed to prevent operational disruption and health and safety risks. Pearlie Sue Cleaning LLC, a certified Women's and Minority-owned Business Enterprise (WMBE) vendor based in Springfield, Illinois, was selected to provide three months of janitorial services for the 88,000-square-foot forensic laboratory facility, which includes approximately 2,700 square feet of restrooms and 12,000 square feet of public space and hallways across three of four building floors.

The scope of services encompasses daily cleaning and disinfection of bathrooms, offices, conference rooms, break rooms, reception areas, and common spaces; weekly window cleaning at facility entrances and exits, tile floor spray buffing, and stairwell cleaning; monthly cleaning of all first-floor windows; and additional spot cleaning and disinfection on an as-needed basis. The emergency purchase was awarded on October 19, 2026, with an estimated total expenditure of $63,150 to be funded through State Appropriated Funds. The agency certified that the emergency procurement was conducted with as much competition as practicable under the circumstances and that best efforts were made to include Business Enterprise Program-certified contractors, with Pearlie Sue Cleaning LLC demonstrating immediate availability and capacity to mobilize promptly and ensure service continuity during the IFB revision period.

Emergency Condition (select the appropriate option from the drop-down menu below):

To prevent or minimize serious disruption in critical State services that affect health, safety, or collection of substantial State revenues

Provide a description and reasons for needing this emergency purchase:

The emergency purchase is needed to maintain essential janitorial services at FSC‑C. ISP’s attempts to procure these services through a small purchase and later an IFB were unsuccessful due to bids exceeding thresholds, end‑of‑year resource constraints, and the need to revise the IFB based on detailed vendor questions. The revised IFB will take at least 1.5 months to complete, leaving a service gap. FSC‑C staff have been performing cleaning duties themselves, which is not sustainable and diverts them from critical responsibilities. To prevent disruption to State operations and maintain safe working conditions, an emergency procurement is required.

Provide the conditions and circumstances that led to the need for this emergency purchase:

In Spring 2026, ISP initially attempted to procure the required janitorial and custodial services as a small purchase under the $20,000 threshold; however, all bids received exceeded that limit. The procurement was then transitioned to ISP’s Procurement team for a formal solicitation, but due to labor and funding constraints at the end of the fiscal year, the solicitation could not be completed. ISP subsequently issued an IFB for these services. During the posting period, the agency received multiple detailed vendor questions. Based on their number and complexity, ISP determined that at least three (3) weeks would be required to prepare accurate responses and update the specifications. To ensure a fair, competitive, and technically accurate solicitation, ISP is canceling the current bid (B-53873) and will reissue a revised IFB. Because the revised IFB process is expected to take approximately 1.5 months before an award can be made, ISP cannot secure contracted janitorial services in the immediate term. During this gap, FSC-C staff have been performing cleaning duties themselves, diverting them from their core responsibilities and creating risks to maintaining safe and sanitary working conditions. Without contracted custodial services, ISP faces a serious potential disruption to critical State operations and risks to health and safety. Therefore, an emergency procurement is required to prevent or minimize serious disruption in critical State services while the formal IFB process proceeds.

Reason for selection of this particular vendor:

Pearlie Sue Cleaning LLC was selected because the vendor demonstrated the immediate availability and capacity to provide the required janitorial and custodial services during the period in which the IFB must be revised and reissued. Based on ISP’s assessment, the vendor can meet the operational needs of FSC‑C within the limited timeframe allowed for an emergency procurement. Selecting this vendor ensures continuity of essential services while avoiding further disruption. No commitments were made beyond what is allowable under emergency‑procurement authority.
