About this opportunity

Pinellas County Government is seeking qualified firms to provide emergency feeding services through Request for Proposal (RFP) #24-0319-RFP, with proposals due September 10, 2024, at 3:00 pm. The contract aims to establish emergency feeding capabilities during county activations, potentially requiring food service for 12-24 hours daily at two primary locations: the County Emergency Operations Center in Largo and the Public Works Emergency Response Building in Clearwater. Vendors must be capable of preparing and delivering up to four nutritional meals per day, including beverages and snacks, with options for on-site preparation and delivery to various locations. Required qualifications include demonstrated experience in emergency feeding services, ability to provide meals meeting diverse dietary needs (including vegetarian and gluten-free options), and compliance with food safety standards. Evaluation criteria will likely include past performance, reference checks, preparedness, and pricing structure, which includes options for on-site food preparation, off-site preparation, and delivery pricing based on meal quantity ranges. A mandatory site visit for potential bidders must be completed by appointment prior to proposal submission.

The contract does not explicitly outline set-aside designations for disadvantaged enterprises, but FEMA grant requirements suggest potential opportunities for diverse vendor participation. The five-year contract, commencing January 1, 2025, includes options for two additional one-year extensions, with pricing adjustable annually not to exceed the Consumer Price Index average or 5%, whichever is less. While no specific total contract value is provided, the county emphasizes there is no guaranteed minimum order volume due to the sporadic nature of emergency activations. Contractors must be prepared to provide comprehensive services including staff management, equipment provision, and detailed record-keeping. The contract is structured to potentially qualify for FEMA reimbursement, which introduces additional compliance requirements around federal grant provisions, including equal employment opportunity, labor standards, and environmental compliance. Vendors will need to demonstrate robust operational capabilities, flexibility in emergency response, and the ability to rapidly mobilize feeding services across multiple locations.
