About this opportunity

The City of Detroit Office of Contracting and Procurement is requesting quotes for emergency commercial demolition of a structure at 7601 Rosa Parks Boulevard, with proposals due June 30, 2026 at 2:00 p.m. EST and questions due the same day at 11:00 a.m. EST. Respondents must be prequalified by the City of Detroit Non-Proposal Demolition Program to be eligible for award.

The property is a two-story brick building with complete roof collapse, interior collapse to basement level, structurally unsound exterior walls with cracks and loose bricks, and fire-damaged chimneys posing immediate public safety hazard. The scope encompasses pre-demolition due diligence including utility disconnection verification and neighbor notification; installation of six-foot chain link fencing within three calendar days of Notice to Proceed; comprehensive demolition with dust control throughout; debris removal to a licensed Type II landfill; backfill and grading to Part 201 Residential Cleanup Criteria; final seeding with Dutch white clover and sidewalk replacement. Work is restricted to Monday through Friday, 7:30 a.m. to 5:30 p.m. Contractors must complete demolition and obtain open-hole approval by day 40, secure Certificate of Approval by day 50, and achieve final site finalization by day 60 from Notice to Proceed.

Respondents must submit a completed price sheet in Excel format itemizing demolition, backfill and grading, and site finalization costs; an emergency professional rate schedule; a fencing plan in PDF; a date-stamped photograph of the site taken by the bidder; Combined Certificates of Authority; evidence of Income Tax and Account Receivables Clearance; a signed signature page with authorized signatory information; and an Affidavit of Disclosure of Demolition Contractors form. All bidding documentation must be submitted as a single PDF through the City of Detroit Oracle Supplier Portal. Quotes remain binding for 120 calendar days. Award will be based on lowest responsive and responsible bid price with consideration given to local preferences. Successful vendors must secure 100% performance and payment bonds within five business days of award and provide certificates of insurance naming the City of Detroit and Detroit Land Bank Authority as additional insureds. Contractors are not responsible for permit costs. If hydrants fail inspection, contractors bear the re-inspection fee of $1,920.00. Payment terms are Net 30. The buyer contact is Elisha Wright at wrightel@detroitmi.gov; technical support is available through Cedric McCree at (313) 670-7878.
