About this file

This is a Demolition Signature Page from the City of Detroit's Office of the Chief Procurement Officer, effective February 25, 2020. The document establishes requirements for contractors submitting bids on demolition projects within the city. Bidders must attest that they have personally visited the demolition site(s) to inspect and review conditions before submitting their proposal, and must include a date-stamped photograph of the visited property with their bid response. The photograph must be an original image taken by the bidder and not the photograph provided in the Notice of Emergency Ordered Demolition. Bids must be submitted under the contractor's full legal name, as this name will be used for purchase order issuance and payment. The signatory must be an officer of the firm or an individual with documented authority to commit the company to the bid, with the individual's name listed on the Certificate of Authority.

Contractors are prohibited from assigning any purchase order, contract, or related monies without prior written approval from the Chief Procurement Officer, the Chief Financial Officer, and potentially the City Council. Bidders must provide their Federal Employer ID number, total number of employees, and the number of employees residing in Detroit. All bid submissions must include authorized signature, date signed, email address, telephone number, cell phone number, and the signatory's title or position, along with an alternate company contact. Additional approval and proper procedural guidance should be obtained from the Contracting and Procurement Specialist prior to assignment of any contract.
