About this opportunity

Tualatin Valley Fire & Rescue (TVF&R) is requesting quotes from qualified contractors for emergency board-up and property security services under an RFQ with quotes due October 23, 2026 at 4:30 p.m. PT, and will award up to six contracts. A pre-quote conference is scheduled for October 1, 2026 at 11:00 a.m. via Microsoft Teams.

Contractors must have a minimum of three years of experience providing emergency board-up services following fire, water, wind, and other emergency incidents. Required qualifications include an active Oregon Contractor License and Fire and Smoke Damage Restoration Certification. Contractors must maintain comprehensive general liability insurance of $2 million combined single limit, comprehensive automobile liability of $2 million combined single limit with $4 million aggregate, and employer's liability of $500,000 when applicable. The central operational constraint is a 90-minute response time for emergency calls available 24 hours per day, 7 days per week.

Selected contractors will be placed on a rotating dispatch roster managed by Professional Dispatch Services Inc. (PDSI). Contractors bill property insurance carriers directly for services rendered, not TVF&R, property owners, or tenants. Contractors pay a one-time nonrefundable activation fee and per-call dispatch fees directly to PDSI; TVF&R charges no fees to contractors. Pricing must reflect industry standard rates, with all costs firm for the contract term unless adjusted annually by the lesser of a specified percentage or the Consumer Price Index.

The contract period is three years from an anticipated notice to proceed of January 1, 2027, with two optional 12-month renewal periods available upon mutual agreement. Work assignments are not guaranteed, and compensation is contingent upon third-party property insurance carrier payment. Questions and clarifications are due October 9, 2026 at 9:00 a.m. PT. The evaluation period is October 23–28, 2026, with notice of intent to award anticipated November 3, 2026, and contract negotiation scheduled November 3–17, 2026.
