About this opportunity
Eagle Mountain City is issuing a Request for Proposal (RFP) for compensation study consulting services under reference number EMC-FY26-11. The procurement seeks qualified consulting firms with demonstrated expertise in public sector compensation structures to develop a modern, cost-effective, and competitive compensation program for the city's workforce. The project comprises three phases: review of the current classification and compensation system; position and classification review with job evaluation and identification of appropriate wage comparison entities; and development of recommendations including comparative analysis and implementation cost studies. Key deliverables include a comprehensive evaluation of the existing compensation system, job evaluations, wage comparison analyses, and detailed implementation recommendations with associated cost studies. Proposals must not exceed 15 single-sided pages in 11- or 12-point font and must be organized into five tabs: letter of transmittal, executive summary, detailed discussion, cost proposal, and bid form with certificate of insurance. The RFP was published on March 26, 2026, with written questions due by April 6, 2026, and proposals due on April 15, 2026, at 12:00 p.m. through the State of Utah's Public Procurement Portal. If required, oral presentations will be held on April 27, 2026, from 1:00 to 4:00 p.m., with selected vendors receiving one hour to present. The city anticipates contract award by May 4, 2026. Evaluation criteria consist of firm experience and qualifications (30%), methodology and resources (30%), cost and fee proposal (20%), references (17%), and introductory letter completeness (3%).
The RFP does not identify any specific set-asides or restrictions on organization types eligible to respond, nor does it reference disadvantaged enterprise designations. Respondents must register with Eagle Mountain City prior to doing business and complete vendor prequalification forms and submit W9s. The successful consultant must maintain general liability insurance with limits of not less than $1,000,000 per occurrence and $3,000,000 aggregate, professional liability insurance of $1,000,000 per claim and $3,000,000 aggregate, commercial automobile insurance with combined single limits of $1,000,000, and workers compensation insurance, with all insurance requiring 30 days' written notice of cancellation or material changes. No incumbent vendors or current contractors are identified in the procurement documents. The RFP does not specify a budget range or contract award value. Eagle Mountain City reserves the right to reject any or all proposals, cancel the RFP, and waive informalities at its sole discretion. Prospective bidders should direct inquiries to purchasing agent Melissa Yates.
