OVERVIEW

I. INTRODUCTION

Eagle Mountain City desires to attract and retain qualified workers by offering a competitive and rewarding compensation package. To meet that objective, Eagle Mountain is requesting proposals from qualified consulting firms knowledgeable in public sector compensation structures.

With the assistance of the consulting firm, the City is interested in developing a modern, cost-effective, motivational, engaging and efficient compensation program that will meet the City Administration’s long-term goals for compensation of Eagle Mountain City’s workforce.

Eagle Mountain City is requesting proposals from responsible firms or individuals to conduct an evaluation of the City’s current compensation structure (including salary) against local and statewide trends. The consulting firm will develop and implement a report with recommendations to ensure the city has a cost-effective, externally competitive, internally equitable compensation program.

SCOPE OF SERVICES

Eagle Mountain City requests that the consultant provide an overview of the study including process and timelines to the City’s representatives at the beginning of the project. The consultant will be expected to meet with the City’s representatives to facilitate the development of compensation principles and goals.

These discussion(s) shall begin early in the project.

The consultant will be expected to meet with the City’s representatives during each phase of the project for input, education and training. The project shall include, but is not limited to, the phases described below. Alternative approaches to achieving Eagle Mountain’s goals are encouraged.

Phase 1:

A review of the City’s current classification and compensation system, goals for conducting the study, and walk through each phase of the process. Firm should advise the City on what documentation is needed, including job descriptions, organization charts, pay structure, personnel policies, questionnaires, and any other documentation describing how work is performed or compensated.

Phase 2:

Position/Classification review. During this time the firm will review job titles and descriptions and conduct a job evaluation which will measure the position, not the person in the position. This will focus on the minimum qualifications required to do the job.

Identify what public sector entities Eagle Mountain City should be using as comparison for wages.

The firm will also review the exempt and non-exempt status as outlined by (FLSA) and ensure that jobs fall under correct classifications.

Revised: February 2026 4

Phase 3:

Develop and present to City Administration and Council recommendations and impact studies including the cost of implementing the proposed policies with current employees, and the future impact of the recommendation changes.

Prepare a comparative analysis that identifies Eagle Mountain’s competitive position, which may be different based on the position, and based on that study:

• Provide a recommendation for total salaries and benefits, including total compensation package of insurance and other benefits (including paid leave), and including a recommended compensation policy

• Prepare recommendations for compensation rules and policies, to maintain competitiveness, ensure equity, and position the organization for future development.

II. PROPOSAL EVALUATION CRITERIA

Proposals will be evaluated based on the response to all provisions of this RFP. Since this solicitation is an

RFP as opposed to a Bid, pricing alone will not constitute the entire selection criteria. The city may use some or all of the following criteria and corresponding percentages in its evaluation and comparison of proposals submitted. The criteria listed are not necessarily an all-inclusive list. The order in which they appear is not intended to indicate their relative importance. The City reserves the right to modify the evaluation criterion and percentage of the score as deemed appropriate prior to the commencement of evaluation.

Evaluation Process

Proposals will be reviewed by the individual committee members against certain criteria through a pre-prepared scoring matrix. The committee will submit their scores to the City

Purchasing Agent who will compile the scores and rank the submissions. The committee will meet to review the top three scoring firms and may schedule a 1-hour virtual or in-person presentation from each vendor. The presentations will not be scored, but the evaluation committee will, at the conclusion of all presentations, select a firm for award or withdraw the

RFP.
