About this opportunity
The Boulder County Housing Authority (BCHA) is soliciting Statements of Qualifications from qualified vendors to provide comprehensive elevator maintenance, inspection, testing, repair, and related services through a short-list arrangement for ten passenger hydraulic elevators located across nine residential properties in Lafayette, Louisville, Nederland, and Longmont. The selected vendor(s) will be responsible for supplying all labor, supervision, tools, materials, equipment, transportation, and incidentals necessary to maintain elevator systems in safe and proper operating condition in accordance with manufacturer recommendations, applicable ANSI/ASME standards, and all governing codes and regulations. The elevators being serviced include ThyssenKrupp and Otis equipment with capacities ranging from 2,100 to 4,000 pounds and rise heights between 12 and 36 feet across properties including Aspinwall at Josephine Commons, Lydia Morgan, Kestrel Senior Apartments, Tungsten Village, The Spoke on Coffman, and three Willoughby Corner developments. The solicitation was posted on May 20, 2026, with a submittal deadline of June 9, 2026. Vendors should direct questions to procurement@bouldercounty.gov and must submit completed Vendor Information Forms, Statements of Qualifications, and responses addressing all evaluation criteria as outlined in the Evaluation Criteria document. Under the short-list arrangement, BCHA will assign work on a project-by-project basis; projects under $10,000 may be assigned directly to any short-listed vendor, while projects of $10,000 or greater will require competitive quoting from all short-listed vendors.
No specific set-aside designations or restrictions limiting eligibility to particular types of organizations, including disadvantaged enterprises, are identified in the procurement documents provided. The contract template does not identify any incumbent vendors or current contractors whose services would be replaced or integrated with this arrangement. The selected contractor(s) must maintain Commercial General Liability insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 general aggregate, Workers' Compensation insurance at statutory limits, and Umbrella/Excess Liability insurance of $1,000,000, with BCHA and Boulder County named as additional insureds. The contract is established as a not-to-exceed arrangement with annual limits and monthly and hourly cost structures detailed in the BCHA Elevator Fee Schedule; however, specific contract values or budget ranges are not disclosed in the solicitation documents, as compensation is contingent upon actual project scope and size. The contract term extends to an End Date specified in the contract template with potential extension requiring written amendment, and BCHA reserves the right to terminate the contract for convenience with seven days' written notice or for breach with thirty days to cure.
