About this opportunity
The State of Colorado Department of Personnel & Administration is soliciting proposals for comprehensive elevator maintenance services across state facilities under RFP AAGA 2027-0019, with proposals due September 4, 2026 at 2:00 p.m. Mountain Time. A mandatory pre-proposal meeting and two-day site visit will be held August 10–11, 2026 at the State Services Building in Denver; attendance is required for interested offerors. Service-Disabled Veteran Owned Small Business (SDVOSB) offerors are encouraged to respond and must provide verification of certification.
The scope covers preventive maintenance, emergency repair, and modernization support for 33 elevators distributed across 13 locations in the Denver and Lakewood metropolitan area. Equipment includes passenger and freight elevators from Dover, Otis, Montgomery, Kone, Westinghouse, and Nock & Garside. Services include monthly preventive maintenance inspections, 24/7 emergency response, parts replacement, and compliance with applicable codes and safety regulations. Bidders must provide firm, fixed monthly and annual maintenance costs for each elevator, rates for ad hoc standard and after-hours service calls, and cost-plus markup percentages for parts and materials. Technicians must maintain current certifications; bidders must provide proof of insurance, bonding, detailed service schedules, and response time commitments.
The contract term is one year with renewal options based on performance and continued funding availability. Cost Proposal Pricing Sheet (Exhibit C) requires line-item pricing for each location and elevator. Evaluation criteria include technical capability and maintenance compliance, response time and emergency service reliability, supply chain and inventory management, personnel qualifications and company history, and cost. Award will be made to the responsible offeror whose proposal is most advantageous to the State, not necessarily the lowest bidder. Vendor inquiry deadline is August 14, 2026; intent to bid notification deadline is August 21, 2026. Notice of intent to award is estimated for September 16, 2026, with contract execution targeted for October 31, 2026. Proposals remain binding offers for 180 days. Successful offerors must register to conduct business in Colorado within ten business days of receiving the intent to award notice. Contract funding is contingent upon the continuing availability of Federal and State funds.
