About this opportunity
Sevier School District, through the State of Utah Division of Purchasing, is requesting proposals for elementary site-based support for early literacy services with proposals due June 22, 2026 and a single contract award anticipated.
The scope encompasses on-site, job-embedded coaching and instructional support across five elementary schools (four larger schools serving approximately 450 students each and one smaller school) to strengthen literacy outcomes and support implementation of Utah SB241 requirements. Services include systems support and continuous improvement, instructional leadership coaching, literacy instruction and implementation support, data-informed decision-making guidance, and approximately four on-site visit cycles beginning in October, with one full day at each of the four larger schools per cycle. The smaller school receives support structured based on alignment with a partner site.
Mandatory qualifications require demonstrated experience supporting elementary literacy improvement aligned with Utah SB241, proven ability to provide on-site job-embedded coaching, expertise in Tier 1 literacy instruction and intervention systems, and experience supporting multiple schools in a coordinated model. Preferred qualifications include experience in rural school systems and supporting multi-school implementation models.
The contract term is one year with vendor pricing guaranteed through the contract period. Evaluation employs a combined technical and cost scoring methodology with a maximum of 200 total points. Technical criteria (100 points) weight strength of coaching model (10%), quality of on-site support structure (10%), alignment with Utah SB241 and literacy priorities (30%), ability to support multi-school implementation (10%), and demonstrated impact on literacy outcomes (40%). A minimum technical score threshold of 60 points is required for consideration. Cost evaluation comprises 100 points, distributed equally across two cost options (50% each) using a lowest-price formula; proposals exceeding 200% of the lowest price receive zero cost points. Responses must be submitted through the U3P platform. All questions must be submitted through U3P during the designated question and answer period, with answers posted publicly. Vendors must comply with UCA 63G-27 anti-boycott provisions and certify they are not providing forced labor products or services from restricted foreign entities. Awards are contingent on successful contract negotiation within 90 days of award notification.
