About this file
This is an RFP evaluation scoresheet for the State of Utah Division of Purchasing and Sevier School District for Elementary Site Based Support for Early Literacy. The procurement seeks a single contract award to provide on-site, job-embedded coaching and instructional support focused on early literacy initiatives in elementary schools. The contract is anticipated to be one year in length with vendor pricing guaranteed through the contract term.
The evaluation process employs a combined technical and cost scoring methodology with a maximum of 200 total points. Technical criteria account for 100 points and are weighted across five primary areas: strength of ongoing coaching model (10%), quality of onsite support structure (10%), alignment with Utah SB241 and literacy priorities (30%), ability to support multi-school implementation (10%), and demonstrated impact on literacy outcomes (40%). Mandatory requirements include experience supporting elementary literacy in Utah schools, proven ability to provide on-site job-embedded coaching, experience developing instructional leadership capacity, and expertise in Tier 1 literacy and intervention systems. Cost evaluation comprises 100 points distributed equally across two cost options (50% each), calculated using a lowest-price formula where the lowest-priced proposal receives 100% of cost points and other proposals receive proportional points based on their variance from the lowest price, with proposals exceeding 200% of the lowest price receiving zero cost points. A minimum technical score threshold of 60 points is required for consideration.

All other offerors will receive a portion of the total cost points based on what percentage higher their Proposed Price is than the Lowest Proposed Price.
