About this opportunity
The Georgia Department of Revenue is soliciting proposals for Electronic Lien Title (ELT) service providers under RFP 47400-DOR0000130, with proposals due March 30, 2023. The Department intends to award up to seven contracts to qualified suppliers.
The ELT program, mandatory under HB 865 and O.C.G.A. 40-3-26, enables lenders financing vehicles titled in Georgia to electronically record and receive notice of security interests and liens. Awardees must be authorized by the Department of Revenue to electronically process security interest and lien information on behalf of participating lienholders.
Mandatory qualifications include a minimum of five years of ELT service experience in at least one state; zero cost to the Department of Revenue for services; technical compliance with integration into the DRIVES system; comprehensive implementation and project plans; business continuity and disaster recovery plans; NIST information security standards compliance; mandatory background checks; and Secure File Transfer Protocol capabilities. The Department will evaluate proposals on security, technical, and validated scored criteria.
This is an open contract structure with no fixed dollar ceiling. Contract value is estimated based on revenue generated from current liens and will vary by awardee. The Notice of Award, posted April 23, 2024, identified seven successful awardees: Dealertrack Collateral Management Services, Inc. ($1.96 million estimated); VINtek, Inc. ($906,976); Decision Dynamics, LLC ($782,994); PDP Group, Inc. dba Amynta Dealer Solutions ($339,210); Title Technologies, LLC ($313,591); Secure Title Administration, Inc. ($244,632); and Florida Dealer Consultants, LLC dba USA ELT ($26,298). One offeror, Dealer Support Services, Inc., was determined unsuccessful as non-responsive. All estimated award amounts are subject to change based on actual lien volume. Protests must be submitted electronically to doas.protests@doas.ga.gov in accordance with the Georgia Procurement Manual.
Opportunity text
The Electronic Lien Title Program has been established in Georgia for over 10 years. HB 865 passed during the 2012 session of the Georgia General Assembly amended O.C.G.A. § 40-3-26 to require mandatory lender participation in the Electronic Lien Title Program. The Georgia Electronic Lien and Title program ("ELT") provides a method for lenders that finance vehicles to be titled in Georgia to record and receive notice of security interests and liens electronically. To participate in ELT, lenders must enter into an agreement with an ELT service provider authorized by the Department of Revenue to electronically process security interest and lien information. The purpose of this Request for Proposal (RFP) is to seek up to seven (7) qualified suppliers for the Electronic Lien Title program, intended to facilitate electronic transactions between participating lienholders and the Department of Revenue, in accordance with Georgia Code Section 40-3-26.
