About this opportunity
The Inland Empire Health Plan (IEHP), a California local public entity and Medi-Cal managed care health plan serving over 1.4 million members across Riverside and San Bernardino counties, is soliciting proposals for a fully integrated, cloud-based ambulatory Electronic Health Record (EHR) system through this Request for Proposal issued May 6, 2026. The requested solution must encompass comprehensive Electronic Medical Records, Practice Management, Revenue Cycle Management, Telehealth, Mobile capabilities, Patient Portal functionality, and population health tools capable of supporting 150+ licensed providers across 10+ clinic locations, multiple mobile and telehealth diagnostic units, and centralized operational teams within a single integrated ecosystem. Bidders must submit questions by June 3, 2026 at 5:00 p.m. Pacific Time, with proposals due June 19, 2026 at 2:00 p.m. Pacific Time, submitted electronically through the Bonfire e-Procurement platform or delivered physically to IEHP's Rancho Cucamonga offices. The evaluation committee will allocate 65 points to scope and company scores, 30 points to pricing, 5 points for local preference, and an additional 10 points for demonstrations if conducted. Bidders must submit comprehensive cost proposals detailing all-inclusive costs for implementation, annual licensing, modules, user fees, interface and integration costs, support and maintenance, infrastructure and hosting, training, travel, and customization or optional enhancements, with firm pricing required for 120 days post-closing on an F.O.B. Destination basis excluding California sales tax. The initial contract term is one year with IEHP holding the option to renew for up to four additional consecutive one-year periods. Proposals must include 14 required documents on a pass/fail basis, including Principal Certification, Certification of Non-Debarment, Non-Collusion Declaration, Workers' Compensation Certificate, W-9 Form, ACORD Certificate of Insurance, business licenses, proof of California registration, DUNS number documentation, background checking procedures, pricing narrative, redacted pricing narrative, and three references for similar contracts awarded within the past three years.
IEHP has established a local preference program offering 5-point preference additions to overall bid scores for qualified local bidders with a fixed, staffed office located within Riverside or San Bernardino County that has been operating at the stated location for a minimum of six months prior to certification and maintains employees physically present during normal business hours. No set-asides for disadvantaged enterprises are specified in this procurement. All bidders must comply with non-negotiable standard contract terms including HIPAA/HITECH compliance, exclusion and debarment requirements verified against the Federal List of Excluded Individuals/Entities, the System for Award Management, and the California Department of Health Care Services Suspended and Ineligible Provider List, with immediate contract termination required upon discovery of non-compliance. Vendors must also comply with California Public Records Act provisions, out-of-country services restrictions mandating that all systems, data, and personnel remain within the continental United States, and Executive Order N-6-22 regarding economic sanctions against Russia and Russian entities. All proposals must include evidence of insurability with minimum cyber liability insurance of $3 million for plans under 50,000 members and $10 million for plans exceeding 1 million members, current business licenses, security risk assessments, and completed IT security documentation including Business Continuity/Disaster Recovery plans, HITRUST/ISO 27001/FedRAMP/StateRAMP certifications, penetration testing results from within the past 365 days, and SOC 2 Type II audit reports. Financial statements dating no more than twelve months prior to proposal submission and covering at least two years are required for proposals exceeding $200,000. No specific incumbent vendor information or existing infrastructure integration requirements are disclosed in the RFP documents, and no award value or budget range is specified.
