About this opportunity

The State of Maine is requesting bids on electrical items for a data center project at 19 Union Street, Augusta, Maine, with proposals due March 21, 2012. The solicitation encompasses low-voltage switchboards, panelboards, power distribution units, static uninterruptible power supply systems, and engine generators (800 kW and 1000 kW).

All equipment must comply with the National Electrical Code (NFPA 70), NFPA 1600, NFPA 110, and NFPA 75, and must be rated by an OSHA-certified Nationally Recognized Testing Laboratory. The specification requires seismic qualification certification for Seismic Design Category C per ASCE/SEI 7, with 95 mph wind loads and 49 PSF snow loads. EPA Tier 2 engine ratings are mandatory for generators.

Switchboards must be manufactured by General Electric Company, Square D (Schneider Electric), Eaton Electrical Inc., or Siemens Energy & Automation, Inc., with a minimum integrated short circuit rating of 65,000 amperes RMS symmetrical at 480Y/277 volts, three-phase. Panelboards must be supplied by one of the same four manufacturers. Static UPS systems must be 225kWA/202.5kW modules in N+1 redundant configuration, with acceptable manufacturers including MGE UPS Systems (Schneider Electric), Eaton (Powerware), Liebert (Emerson), Mitsubishi Electric Automation, and Toshiba. Generators must meet NFPA 110 Level 1 standards and assume full load within ten seconds.

Bidders must submit four bound copies of technical proposals including system descriptions, outline drawings with dimensions and weights, catalog cut sheets, delivery schedules with milestones, references for similar installations, seismic certifications, and compliance matrices. All equipment shall be delivered FOB jobsite with 48-hour advance notice to the project superintendent. The manufacturer is responsible for storage for up to 30 days, with alternate monthly costs for extended storage. One-year manufacturer warranty is required, with optional five-year extended warranty pricing. Manufacturers must provide qualified technicians for startup, minimum eight hours of on-site training per equipment category, and integrated systems testing support. Preventative maintenance contracts with 4-hour emergency response capability must be priced for one-year and five-year terms. Awards will be made to the lowest responsible bidder offering best value; tie bids favor in-state bidders or Maine-produced commodities. Questions must be submitted through the official Q&A portal on the solicitation system.
