About this file
Summary
This is a technical specification document for the purchase of engine generators prepared by the State of Maine for the 19 Union Street Data Center project by the Integrated Design Group, Inc. The specification details requirements for a 1000 kW diesel engine-generator set rated for 1250 kVA at 0.8 power factor, three-phase, 60 hertz, 277/480 volts operation. The system is designed to provide standby power in compliance with NFPA 110 Level 1 standards and must assume full load within ten seconds of activation. The specification establishes a basis-of-design with Caterpillar, Kohler, and Onan/Cummins as acceptable manufacturers, subject to compliance verification. Key deliverables include factory-tested, prewired units with integrated control and monitoring panels, outdoor weatherproof enclosures with sound attenuation capabilities, base-mounted fuel storage for 24 hours of continuous operation at full load, and comprehensive documentation including operational manuals, foundation design recommendations, and factory test certifications. The generator must operate reliably in ambient temperatures ranging from minus 15 degrees Celsius to plus 50 degrees Celsius with up to 95 percent relative humidity and maintain safe operating temperatures with a high-ambient radiator capable of handling 110 percent of rated load at 122 degrees Fahrenheit.
The specification requires extensive quality assurance measures including factory prototype testing complying with NFPA 110 and IEEE 115 standards, project-specific equipment testing before shipment with minimum six-hour runs at full load, and detailed performance documentation of transient response characteristics and vibration readings. Manufacturers must demonstrate capability to supply emergency service within 24 hours, seven days per week, and provide redundant starting systems, battery chargers, and fuel filters. The specification mandates EPA Tier 2 engine ratings, UL compliance for all major components including UL 2200 for generator assemblies, and integration with the building management system through Modbus protocol. Submittals must include itemized bills of materials, compliance statements identifying any deviations, spare parts inventory pricing, and an operations and maintenance manual. The manufacturer is responsible for equipment protection and insurance during transit, while the installer assumes responsibility for unloading and site placement. Post-purchase obligations include one man-day of on-site training immediately following installation and an additional training session four to six months later, along with one twelve-hour day of integrated systems testing support and filter replacement upon completion of commissioning activities.
