About this file
This is a technical specification document for switchboard procurement prepared by the State of Maine for a Data Center Integrated Design Group project located at 19 Union Street. The specification details the purchase and installation of freestanding main and distribution switchboards with integrated control, monitoring, and accessory components for a facility upgrade. The project encompasses the pre-purchase of multiple switchboard units, including MS1, MS2, MS3, GCB, and US1 configurations, all rated for 480Y/277 V, three-phase, four-wire systems with a minimum integrated short circuit rating of 65,000 amperes RMS symmetrical. The specification requires front-access-only switchboards manufactured by General Electric Company, Square D (Schneider Electric), Eaton Electrical Inc., or Siemens Energy & Automation, Inc., with comprehensive documentation including wiring diagrams, product data sheets, colored touchscreen screenshots, and operational sequences. Delivery must occur in shipping splits not exceeding 200 inches in width, with exterior switchboards shipped as one assembly, and storage in clean, dry conditions with protective covering.
The specification mandates extensive quality assurance and testing requirements, including factory-level primary and secondary current injection testing for all circuit breakers rated 100 amperes and above with certified test reports. Equipment must comply with multiple standards including NEMA PB 2, UL 489, UL 891, IEEE 344, and ANSI C57.13, and must be rated for continuous operation at 100 percent of current rating under specified ambient conditions not exceeding 104 degrees Fahrenheit. The switchboards must incorporate surge protective devices rated 150 kiloamperes per mode and 300 kiloamperes per phase, multifunction digital metering monitors with remote communication capabilities via Modbus and Ethernet, and microprocessor-based automatic transfer controls with closed-transition capability for dual-source switchboards. The manufacturer is responsible for providing factory-authorized service representatives for inspection, testing, commissioning support, field training consisting of a minimum of two four-hour sessions, and up to 1.5 days of integrated systems testing (Level 5 commissioning), with all associated costs and efforts owned by the vendor as part of successful project completion.

6 seconds), generator shall be sent a start signal.
2) Normal utility is defined as +10%/-10% voltage and ±3% frequency and phase angles within ±10deg.
3) Time delay is 3 seconds
4) When the generator attains proper frequency and voltage:
a) If the utility voltage is out of tolerance, the utility CB shall open, and the generator CB shall close (Break before Make).
b) If the utility is within tolerance then the generator will begin an adjustable time delay of 15-30 minutes.
(1) If the utility goes out of tolerance during this time the generator shall synchronize with the utility if possible, and close the generator CB and then open the utility CB, (Make before Break). If synchronization within an adjustable time period (0-5 minutes) is not possible or the utility source goes below 85%, the utility CB shall open and the generator CB shall close (Break before Make).
(2) If the utility source is acceptable for the entire time period the generator shall shutdown.
5) Any loss of acceptable power at generator CB
a) The generator CB shall open.
b) The ATC will transfer to utility if it is acceptable and close utility CB.
Section 26 24 13p – Switchboards - Purchase

c) Upon return of acceptable power on the line side of the generator CB or the utility CB the system shall transfer back to the acceptable source after an adjustable (5 – 1400 minutes) delay with an open transfer (break before make) sequence to the redundant power source.
c. Restoration of acceptable utility (or generator source) power (at any switchboard)
