About this opportunity
The City of Tucson is requesting proposals for electric motor rewind, repair services, and new or replacement motor purchases on an as-needed basis, with proposals due November 9, 2026 at 2:00 p.m. and a pre-submittal meeting scheduled November 8, 2026 at 1:00 p.m. via Microsoft Teams. The City intends to make multiple awards. The contract is HUD-funded and subject to Section 3 employment requirements, Davis-Bacon prevailing wage compliance, and FTA compliance provisions.
The scope covers motor rewinding, repair, and replacement for pumps, wells, boosters, aerators, and associated equipment; approximately 50 percent of City motors connect to sewage or sump pumps requiring pump repair, rebuilding, and replacement services. Services also include Variable Frequency Drive installation, repair, troubleshooting, and replacement; Soft Start Motor Controller services; and standard motor control repair and troubleshooting in large motor control centers. Contractors must hold EASA membership in good standing, provide proof of confined space entry training for personnel, and possess equipment capable of handling motors up to 500 horsepower with specialized diagnostic and testing capabilities. Required service standards include seven working days for standard repair turnaround (four working days expedited), 24-hour pickup and delivery response times, and one-year warranty on all work.
The City anticipates approximately $200,000 annually in expenditures, though no minimum volume is guaranteed as all work is performed on an as-needed basis. Pricing is structured in groups addressing motor rewinds by horsepower, repairs and new purchases using parts discount percentages and hourly labor rates, field rates for portal-to-portal and portal-to-completion work, and new motor purchases. The contract term is one year from award with the City holding options to extend for up to four additional one-year periods. Evaluation will address method of approach, qualifications and experience, and price across multiple phases. Section 3 compliance requires 25 percent of total labor hours performed by Section 3 workers and 5 percent by targeted Section 3 workers. Living wage compliance per City ordinance is required.

The City of Tucson is seeking proposals from qualified firms for the provision of Electric Motor and Motor Controls: Rewind, Repair Services and Purchase. To provide adequate Contract coverage, the City intends to make multiple awards. Work will be performed on, but not restricted to: pumps, wells, boosters, and aerators. The City anticipates that it may spend approximately $200,000.00 per year on electric motor repair services and new or replacement motor purchases. However, services will be performed on an as-needed, if- needed basis and no volume of service should be assumed or is guaranteed.
Proposed labor and service rates will also include the repair of:
• Variable Frequency Drives - installation, repair, troubleshooting and replacement
• Soft Start Motor Controllers, and installation, repair, troubleshooting, and replacement
• Standard motor controls repair, replacement, and troubleshooting in large motor control centers.
• Additionally, this contract will also include pump repair, rebuilding and replacement services as many of City motors (perhaps 50%) are connected to a sewage or sump pump. Such service would apply to any and all electrical powered equipment and all variations of motor controls.
