About this opportunity
The Texas Military Department is requesting bids for the replacement of an existing GSA Class 3 vault door with a new GSA-approved Class 5-A vault door at the Hondo Pass Readiness Center in El Paso, Texas, with bids due August 25, 2026 at 1:00 p.m. Central Time. Attendance at one of two mandatory site visits on August 5, 2026 (10:00 a.m. or 1:00 p.m. MDT) is required; failure to attend disqualifies the respondent.
For contracts valued over $100,000, contractors must submit a HUB (Historically Underutilized Businesses) Subcontracting Plan and comply with prevailing wage rate requirements under Texas Government Code Section 2258. Davis-Bacon Act prevailing wage rates apply to the El Paso County project.
The scope encompasses removal of the 1973 Mosler vault door and complete installation of a new GSA-approved Class 5-A vault door assembly, including demolition, opening modification, installation by a manufacturer-authorized GSA-certified installer, installation of one FF-L-2937 locking system, and comprehensive testing. The vault door must be sourced exclusively from an approved Department of Defense vendor on the GSA-approved vendor list. Contractors must provide product data, shop drawings, GSA certification, installer certification, and warranty documentation prior to commencing work. Work must comply with Army regulations, UFC standards, National Electrical Code, International Building Code, and Texas Accessibility Standards.
The initial contract term is one year from award, with no optional renewal periods. Pricing must be submitted on a firm fixed-price basis using the mandatory pricing schedule provided, with unit prices governing in case of extension errors. Award will be based on lowest price meeting specifications or best value analysis under Texas Government Code Section 2155.074, contingent upon funding availability.
Written questions are due August 13, 2026 at 2:00 p.m. Central Time, with answers posted by August 18, 2026. Bid responses remain valid for 60 days after opening. The contracting officer is Clarissa Campos (512-782-1630); the project manager is Gabriel Lodoza (915-471-8269).
